Wales and West Utilities Ltd is running a competition to outsource its operational functions of mains replacement, build and repair, emergency and network maintenance. The functions are divided into 26 Lots across the whole Wales & West Utilities region, which covers all of Wales and the South West of England. Further information can be found in the tender documents which are held within Bravo, the WWU eSourcing portal. Interested organisations should register to use the Bravo eSourcing portal by going to the following site: https://sourcing4wwu.bravosolution.co.uk. Mains replacement (also referred to as ‘Repex‘) is the abandonment of existing metallic mains and services, replacing them with polyethylene pipes. Our HSE mandated, 30-year gas mains replacement programme (ending in 2032) requires all iron mains within 30 metres (known as ‘policy pipes’) of a building to be replaced. From April 2021, we will be required to replace and average of 357 km policy pipes each year (in agreement with the HSE), alongside another 10 km of Iron greater than 30 m pipes and 69 km of steel pipes. This lot relates to the Mains Replacement for North Wales which comprises on average 30 km per annum for GD2 (April 2021-March 2026). Mains replacement (also referred to as “Repex”) is the abandonment of existing metallic mains and services, replacing them with Polyethylene pipes. Our HSE mandated, 30-year gas mains replacement programme (ending in 2032) requires all iron mains within 30 metres (known as ‘policy pipes’) of a building to be replaced. From April 2021, we will be required to replace and average of 357km policy pipes each year (in agreement with the HSE), alongside another 10km of Iron greater than 30m pipes and 69km of steel pipes. This Lot relates to the Mains Replacement for West Wales which comprises on average 23km per annum for GD2 (April 2021 - March 2026). Mains replacement (also referred to as “Repex”) is the abandonment of existing metallic mains and services, replacing them with Polyethylene pipes. Our HSE mandated, 30-year gas mains replacement programme (ending in 2032) requires all iron mains within 30 metres (known as ‘policy pipes’) of a building to be replaced. This lot comprises (but is not limited to) the following functions: — Mains repairs — Service repairs and relays — New connections; both mains and services, domestic and non-domestic — Diversions — Alterations — Disconnections and isolations — DR4 investigations The Emergency function covers the provision of a 365/24/7 gas emergency service complying with the relevant regulatory standards of service requirements. WWU responds to circa 90,000 Emergency calls per annum, with the regulatory requirement to attend within 1 or 2 hours in 97 % of all cases. The Emergency function also undertakes purge and relight activities, re-checks for escapes, around 30,000 ‘safety checks’ and can support the other business functions. Network Maintenance is the maintenance and management of: • Off-takes, Pressure Regulating Installations, District Governors, and associated civil works such as housing and fencing. • Pipelines operating between 2bar and 70bar, and any associated cathodic protection systems • Electrical and instrumentation assets such as telemetry and electricity supply systems. • Liquefied Petroleum Gas Statutory Undertakings (Tank farms and associated pressure regulating equipment). • Storage assets (Low Pressure Gas Holders and High Pressure Storage Vessels) Detail on the activities covered and anticipated workloads for GD2 can be found in the tender documentation on Bravo.
