Summary of the work The supplier must be experienced in working with all elements of our stack, we will not consider changing the CMS. The work will consist of supporting the platform in its current state and making improvements to capabilities as requested by London CIV from time to time. Expected Contract Length Initially 12 months, this is subject to extension dependent upon delivery performance. Latest start date Monday 1 May 2023 Budget Range Suppliers to submit charge rates based upon a monthly hosting and support fee plus costs for a bank of development time. Why the Work is Being Done London CIV LGPS Ltd has a regulatory requirement to make public certain information, which is what the website is used for. We also have a client portal which is accessible by our clients and consultants. A new website and portal was built in 2021 and we are now looking for a provider to service these two platforms as well as make amendments/improvements where necessary. Problem to Be Solved We need fast and forward thinking support to our websites during working hours. We need our supplier to come up with solutions when problems arise ideally proactively not reactively as we don’t have anyone technical in house. We would like the supplier to complete a review of the site from a user perspective and provide feedback on what they think works and what doesn't. We feel the admin section could be a lot more user friendly and self serving. We are looking for people to provide ideas and innovation as we don't know what technology exists to make things easier. Who Are the Users The website is a public site so would be viewed by staff, clients, Investment Managers, Investment Consultants, the media and prospective employees. The Portal is exclusively for Clients (who are also shareholders) and London CIV staff and is managed by a couple of members of staff at London CIV. Work Already Done New website and portal was built in 2021. We have outstanding tasks and some reliability issues that need addressing. Existing Team The existing supplier team consists of a developer, user researcher, technical writer and lead product and delivery managers (which work across the programme). London LGPS CIV team consists of members of its Client Team who provide input and guidance as to site and portal development. Current Phase Live Skills & Experience • Have AWS hosting management experience • Laravel CMS experience • Laravel Livewire • Twill • Elastic Search • Tailwind CSS • Alpine JSS • Salesforce API integration Work Location The supplier will work from their own premises which must be within the United Kingdom. London CIVs offices are at 22 Lavington Street, London SE1 Working Arrangments The Agency will be available 5 days a week with a specific number of hours designated on a monthly basis Security Clearance The supplier will need to undertake the usual FCA checks. London LGPS CIV's Compliance & Risk Team will carry out their own essential checks. No, we mean Twill, an open source CMS toolkit for the Laravel framework 4. Can you confirm that Laravel CMS experience means working with a CMS that has been developed using the Laravel framework? This is correct 5. What is the expected split % of work required between the AWS hosting and infrastructure work and the work on changes, updates or improvements to the Laravel code, Tailwind CSS and Alpine CSS. The website and portal are already live, so the hosting is likely to be only about 25% of the time 6. Will details with respect to average monthly website traffic, current total portal clients etc be provided at stage 2? We have 32 clients. And yes, other details will be at stage 2 7.
