Added value portal t/a Pagabo and acting on behalf of Cumbria, Northumberland, Tyne and Wear NHS Foundation Trust wish to establish a framework of developers capable of providing developer led schemes within the UK for the whole of the public sector. The framework will cover, all types developer led schemes within construction and premises. It is proposed that the term of this framework agreement will be for a period of 4 years from September 2020, with the option to extend for a further 1 ½ year period to April 2026. The framework shall have the facility for clients to direct award and further compete their requirement. The procurement will involve a single stage process following a Public Contract Regulations 2015 Open Procedure. Setting up of Limited Liability Partnership’s. Flexibility to add further sites by agreement. Deliver new build asset to the public sector who pays a rent (instead of a capital payment); opportunity for public sector to receive a capital payment in the form of land receipt in addition to the new building. Mainly for delivery of car parks, student accommodation, etc. Public sector landowner signs a development agreement for a one-off single site development subject to satisfactory planning permission and receives land value payment; developer earns priority return; overage shared.
