Description
The Ministry of Foreign Affairs (UD), c/o the Unit for Joint Services, invites tenderers to participate in an open tender contest for the procurement of international dispatches and customs clearance services. The contract will cover UDs and the Norwegian foreign service missions' need for global international dispatch services. The foreign service consists of UD and just under 100 foreign service missions. The service includes the collection and express delivery of dispatches between UD's main office and the foreign service missions. UD sends one or more daily dispatches. In addition, there will be weekly dispatches from the foreign service missions to UD. Lot 1: The contract will cover UDs and the Norwegian foreign service missions' need for global international dispatch services. The foreign service consists of UD and just under 100 foreign service missions. The service includes the collection and express delivery of dispatches between UD's main office and the foreign service missions. UD sends one or more daily dispatches. The tenderer must therefore collect dispatches at a scheduled time from UD once a day. In addition, there will be weekly dispatches from the foreign service missions to UD. These dispatches are made to order. The foreign service mission will be the orderer. The framework agreement is for dispatches up to 300 kg. The dispatches cover, but are not limited to, normal post such as letters and packages that are sent between UD and the missions, and also goods that the foreign service missions procures from Norwegian equipment suppliers in Oslo and the surrounding area, (for example, ICT equipment, furniture, lighting, supplies, etc.). These goods are normally collected from UD, but at times the tenderer will have to collect the order from the relevant equipment supplier. The tenderer must carry out the necessary customs declarations (import and export declarations) with associated document processing, prior notification to the importing country’s authorities and advance payment of customs and duties where necessary. Dispatches are to be sent as a Diplomatic Pouch, so that customs fees and VAT will only accrue in exceptional cases. The tenderer must be able to process simplified customs declaration procedures for diplomatic post and goods, hereunder exceptions from payment of customs and duties, where this is introduced. The framework agreement does not cover third party dispatches, i.e., dispatches between two foreign service missions.
