Description

The aim of the procurement is to cover the need for the procurement of life jackets and safety equipment including a service contract. A framework agreement will be signed with one (1) tenderer. The framework agreement will have a duration of 2 years, with an option to extend for 1 + 1 year (option). The service contract will be applicable for the lifetimes of the products. Lot 1: The procurement will mainly cover the need for life jackets and safety equipment including service for the operational units Lostjenesten (LOS), Avdeling for rederi, fyr og sjømerking (RFS), and Mijøberedskap (MB); - LOS: The pilot service carries out approx. 40,000 assignments a year, and has 7 master ship pilot crews. The service is operative and available 24 hours a day, year round. The pilot is the captain's nautical guide in navigation and manoeuvring. The pilot must always have an available life jacket, helmet, and back protector, and in some cases, also a helicopter suit and dry suit. Life jackets connected to the pilot service must be serviced and re-certified annually, so the pilot has therefore a need for a rotation pool with life jackets, which presumes efficient logistics at the supplier. There are 25 relevant pilot stations along the coast. - RFS: RFS has many varied and demanding work assignments. Most are undertaken from a boat to either land, a drilling rig, or work high up where climbing equipment is also used. A lot of clothing is often used, both thermal suits and oil clothing. In addition hot work is often carried out with an angle grinder and welding apparatus. RFS has a lot of wear and tear on life jackets and therefore replaces them frequently. In addition to life jackets, RFS needs rescue suits for vessels and work suits with flotation filling. RFS has 8 relevant locations: Honningsvåg, Harstad, Sandnessjøen, Ålesund, Haugesund, Bergen, Arendal, and Tønsberg. - MB: Life jackets and working suits are primarily used on vessels close to the coast and during work in the beach zone. They are normally used only for periodic oil pollution exercises, relatively little wear and tear. After use in a real oil pollution action, it is highly likely that the life jacket will have to be replaced with a new one. In addition to life jackets, MB needs working suits with flotation elements for use in particularly exposed conditions. The Norwegian Coastal Administration has 15 oil pollution depots along the coast, including Svalbard, as well as 6 vessels equipped with oil pollution equipment. Comments on the framework agreement: - The following is not included in the framework agreement: -- Technical workwear -- Profiling and uniform clothing -- Other safety equipment for ship owners - The contracting authority reserves the right to go outside the contract for particularly complex needs for safety equipment, as well as for acute contingency situations when the tenderer does not have the capacity to deliver by the deadline.
