Udbuddet vedrører indkøb af Driftsmidler til varmeproduktion til samtlige Ordregivers enheder og afdelinger. Ordregiver skal fra og med medio 2024 producere fjernvarme på en række forskellige anlæg, herunder havvarmepumpe, fliskedel og forskellige varmeværker baseret på vegetabilsk olie eller naturgas. Produktionen af fjernvarme skal ske ud fra en samlet optimeringsbetragtning, som baseres på hele anlægsportefølje jævnfør varmeforsyningsloven. Det betyder i praksis, når kravet er at producere fjernvarme til den for kunderne laveste mulige pris, at fordelingen af varmeproduktionen på anlæggene løbende afvejes ud fra en betragtning om at levere den nødvendige mængde varme til lavest mulige omkostninger.
