Work done so far DPIA's are in place with partners, schema is agreed and mapped to core systems Which phase the project is in Discovery Existing team The existing team consists of a Product Lead, Head of Compliance, a Technical Programme Director and a Delivery Manager. Wider Stakeholders include Data Engineers and Technical Architects for the source systems of record. Address where the work will be done Remote with 2 workshops on site (Kick-off and Close-out). Workshops will be held in Taunton. Working arrangements Most of the work will be remote. The supplier staff will keep hours in order to maximise knowledge transfer and integrate with the ICS team's: Monday to Friday starting work by 9.30am, 7.5 hours per day + lunch time. We will run two workshops one as a Kick Off another as a Close out. These are both likely to be held in Taunton. Expenses will be capped at £5,000 for the duration of the contract and all travel and subsistence will require prior approval. The scope of the data we collect will be restricted to a frailty cohort that will be identified within around 25 practices. We will be combining data from Adult Social Care/ Somerset Council, Somerset Foundation Trust, Primary Care and a voluntary sector organisation. We will not store patient identifiable data. Where the supplied staff will work South West England Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done The Somerset Health & Care Strategy reflects the system’s ambition to enhance the lives of the population through joined up care and collaboration – working collectively to improve physical and mental wellbeing and tackle the prevalence of health inequalities. To do this both effectively and proactively, data and intelligence is central to identifying who requires care, and personalising advice, guidance and interventions to meet those needs. Data-driven insights provide the system with an objective source of information to track and monitor health and care outcomes and manage the health of the Somerset population. Goal Develop a data platform centred around population health management so that the system will be equipped with data and intelligence capabilities to prevent ill-health, reduce health and care inequalities and drive integrated and joined-up thinking at a county and neighbourhood level. Objectives • Enable the identification of data trends and population health intelligence to support system collaboration on the development and execution of preventative measures • Provide the ability to segment the population by a range of key health and care attributes to inform the identification and reduction of inequalities across the population • Connect and integrate relevant data from across the system to showcase where factors across health, community and VCFSEs inform or influence population health The business problem you need to solve Discovery Scope – Technical team requirements We will test the technical complexity of the ingestion and storage layers. Tests will include: • data extraction from core systems of record, • understanding the full challenges of data matching and cleansing, • and critically the data pseudonymization process. SCOPE Data extraction from systems of record - We will integrate and automate data from approximately 4 systems of record Data matching and cleansing - We will match records and assess the level of cleansing required Data Pseudonymisation - We will implement pseudonymisation best practices in advance or during the data matching and cleansing pipeline so any data stored will not be identifiable Technical and security architecture for ingestion and data storage layer - We will design a target architecture for the population health platform. We will be clear about the platform vulnerability points and how we will address them from a security and monitoring perspective. First user type: N/A Questions and Clarifications 0. They are as follows: Technical Solution: How will you ensure that whilst the code may well be discarded post discovery that the architecture of this ingestion layer is considered enough during this phase to present a target architecture for a future pop health data platform. Security and IG approach: How will you ensure that you will handle PI data with the utmost care, ensuring that we handle minimal identifiable information in order to match effectively. Estimated timeframes; How will you ensure that your approach is timeboxed over an 8 - 10 week period. How you identify risk and dependancies; Describe how you identify risks and dependencies and outline approaches to managing them while developing a data platform. Given the situation with the attachments was only resolved Thursday evening we will extending the Stage 1 submission deadline to Thursday 6th at 4pm. CCS are amending the timeframes but in the interim please submit to somicb.digitalteam@nhs.net. We will review submissions on Friday 7th, invite stage 2 submissions from 3 suppliers by the end of the day. The Stage 2 submission deadline will be extended to midday on the 14th Feb.
