Description

National Grid Gas (NGG) is seeking market feedback in relation to their contract strategy which pursues the creation of strategic partnerships for the delivery of asset health works. Asset Health refers to the replacement, refurbishment and decommissioning of above and below ground mechanical and civil assets and associated electrical works. NGG are currently exploring a strategy to appoint 3 strategic partners, one for each geographical lot, to deliver their RIIO T2 and potentially RIIO T3 asset health capital plan. The purpose of this PIN is to inform the market of this forthcoming opportunity and to seek feedback in relation to a number of areas of the contract strategy – see Section II.2.14) below. National Grid Gas (NGG) is looking to engage the market for the supply of gas asset health services. Asset health refers to the replacement, refurbishment and decommissioning of above and below ground Mechanical, Civil and a small amount of associated Electrical works. NGG seeks to appoint design and build strategic partners to deliver their RIIO T2 and potentially RIIO T3 asset health capital plan. Where possible, NGG would like to align the partners, via incentivisation, to their agreed regulatory outcomes. This will allow the partnerships to create mutually beneficial value. NGG are also interested in the collaborative planning and solution optimisation of the capital plan. National Grid are looking to engage the market for feedback on incentivisation models and gauge market appetite. – see Section II.2.14) below. At a high level, the awarded tenderers will be required to deliver new, replacement, refurbishment and decommissioning asset interventions against the list of asset classes below: potential asset classes: — access, — buildings, — bunds, — chambers, — drainage, — ducting, — pathways, — pipe bridge, — pipe support, — pipeline protection, — pit, — roads, — security barrier, — security camera, — security fence, — security gate, — security tower, — structural integrity, — cathodic protection equipment, — data cable, — earthing and lightning equipment, — frequency converters, — lighting, — power cable, — power transformers, — small power, — surge protection, — switchgear, — uninterruptible power supply, — after coolers, — heat exchangers, — heaters and boilers, — pipe support, — pipeline protection, — pipeline, — pipework, — filter, — pressure vessels, — storage Tanks, — strainers, — watercourse crossings, — electric generators, — electric motors, — actuator, — input devices, — metering, — nozzles, — regulator, — valves, — air supply equipment, — heating/cooling media. The awarded tenderer will be required to design, build and commission projects that include a mixture of the list of asset interventions above.
