North Bristol Trust has over the past 6 months under the auspices of its transformation programme, been given a brief to explore options to transform services and generate ongoing efficiency and quality improvements within the Brunel Theatre Suite. The initial remit being to explore managed service options combining options to optimise inventory management via a new system and realising and sustaining related efficiencies. The recommended option is to explore with the market how best to satisfy a set of key Trust savings and efficiency objectives, already quantified within a strategic outline case which has been approved within the Trust. However, the purpose of this notice is now to notify the market that whilst an Outline Business Case has not gone through the full sequence of approval by all parties, the Trust has an intention to go to market during February/March 2020 for a third party solution. OBC has not yet been full signed off by the Trust. To assist the Trust with their decision making and the finalisation of their outline business case, the Trust, triggered by this Notice, is formally commencing a period of soft market testing, and pre-market engagement. It therefore seeks expressions of interest for two things: 1) Suppliers who are willing to take part in a market testing exercise by way of soft market testing questionnaire, this would need to be requested and returned by 6.12.2019; 2) Attendance at a Market Awareness Day, which will be held at the Learning Research Centre on the Southmead site on the 31.1.2020. The Trust as is stands, intends to conduct a procurement via a competitive dialogue procedure which will ensure a range options at Outline Solutions stage are considered before moving towards a more detailed solutions phase. The Trust is not exploring framework options as there is a clear desire to ensure maximum flexibility, without restricting the opportunity to create and innovate a best in class Managed Theatre Environment with the Trust.
