Feasibility study into creation of new waste transfer station

The Borough of Pendle is a Waste Collection Authority and currently works under a two-tier system delivering collected none recycling waste, green waste, bulky household waste and waste requiring specialist handling (Persistent Organic Pollutants) to a facility contracted to the County Council. Facilities currently exist for the disposal or transfer of waste materials at Pendle Transfer Station, Regent Street Colne and Whinney Hill landfill site, Accrington. Pendle and neighbouring authorities have recently been advised that local facilities provided by the County Council will cease to be delivered post March 2025. Current discussion is ongoing to extend the landfill facility to March 2026. The decision by the County Council has meant that the district authorities are now required to seek, procure and run their own facilities or face delivering waste into the remaining County Council facilities in Leyland. In view of the County Council’s stance a report was presented to the Council’s Executive in July 2023. The report provided Members with an overview of the future options for the bulking and transfer of East Lancashire’s waste. Keywords: Waste, Feasibility Study, Waste Transfer Station, Recycling
