Summary of work Commissioning Alliance (CA) provides services in social care, accommodation and housing. We currently work in partnership with 65 local authorities in England. The Commissioning Alliance need to secure a supplier to provide the following services for our existing Quality Assurance Portal: • Secure hosting for all our quality portal products • To offer essential maintenance of products • To offer ongoing development of products which were launched as minimum viable products • To offer a flexible development capacity across all 5 extant products which will allow them to respond to stakeholder need and for adaptation to new markets • To offer a flexible capacity to develop new products • To offer ongoing technical support to portal users, efficiently solving bugs, error messages etc • Implement transition of existing product and services from existing supplier For development of services and technical support we have identified the need for a full-time full-stack developer to achieve our stated goals. Where the supplied staff will work No specific location (for example they can work remotely) Who the organisation using the products or services is Commissioning Alliance - Collaborative service hosted by Ealing Council Why the work is being done Commissioning Alliance is working with local authorities to raise standards across the board; introducing accreditation, minimum standards, and contract management; upskilling relevant teams; and improving the way data is collected and shared. This helps local authorities meet their aims of better provision for the vulnerable, and ultimately, through working in collaboration, delivers improved outcomes for those who need it most. The business problem The Commissioning Alliance is seeking a qualified and experienced supplier to continue maintenance and development of our current quality assurance portal. We want to continue delivering an exceptional end to end experience for our users and ensure that the systems that they use are fit for purpose. During the 2 year term the CA anticipates a rolling programme of development which the winning supplier will also deliver. A new supplier would also need to support the transition from the current live system and would need to ensure seamless compatibility and maintenance of operational efficiency. The people who will use the product or service User type: Providers Definition: • Upload of required documentation • Respond to actions from the system for improvement of provision • Respond to KPI information requests on a quarterly basis User type: Local Authorities Definition: • View information collected from inspections and audit • View embedded reporting • Upload quarterly placement data User type: Inspection Team Definition: • Verify documentation and actions • Complete inspections/audits of properties and organisations • Generating PDFs and action plans for review User type: System administrators Definition: • Manage registrations and user accounts • Upload placement information into data processing tool • Manage submissions of quarterly data • Technical support for all users Work done so far To date the Quality Assurance Portal has now been successfully developed to create distinct products / services for: • Setting the Standard (Temporary Accommodation inspections on behalf of 32 authorities across London) • IBAA (Processing placement information for TA, discharge of homelessness duty/prevention and relief into the private rented sector (ASTs) behalf of 32 authorities across London) • SIL Accreditation (supporting 353 provider applications on behalf of 20 authorities across London and Home Counties) • KPIs for our Commissioning Alliance DPV and South-Central Providers in Residential, Independent Fostering and Semi-Independent Living (Receiving 737 submissions quarterly on behalf of 39 authorities across London, Buckinghamshire and South-Central Framework) • Benchmarking (Supporting submissions from 11 authorities across East of England) The portal comprises 6 major applications: • Provider portal for landlords to register their properties, upload compliance documents, and complete assigned actions (41 pages, 1,596 controls, 1,932 actions) • Inspection mobile app for inspectors to perform detailed inspection of properties (37 pages, 1,009 controls, 1,004 actions) • Local authority portal for LAs to view inspected properties, their location, quality, last inspection, outstanding actions, etc. Includes Power BI reports (44 pages, 1,795 controls, 2,360 actions) • Online KPI surveys for various markets sent quarterly - Online Accreditation Portal and upload of IBAA data • Back-office administration system that manages access and details of the above (143 pages, 5,058 controls, 6,650 actions) Which phase the project is in Live Existing team The supplier will be working with Commissioning Alliance members to maintain current services that are active on the portal. They will directly work with the Product Technical and Development Lead who manages the product and the developer resource. Could involve engagement with other suppliers around data. Address where the work will be done The work is expected to be performed remotely from any location but will be co-ordinated by staff at Ealing Council. Working arrangements The job is fully remote, expectation of weekly technical support meetings with the service teams, regular communication with the Product Technical and Development Lead within core team hours Monday to Friday 9-5. Meetings will take place virtually through Teams.
