Description
Emphasis will be placed on the promotion of independence and the achievement of positive outcomes for the individual. Complex Care will include the provision of a care team and may also include the ordering, maintenance and disposal of specialist equipment, ancillary supplies, prescription management, any or all of which may be required by the individual and will be set out in their care plan. The majority of Individuals will have severe complex health needs or a significant disability or/and an additional mental health need that impacts upon their daily lives. However, the service may also be required to support families/carers experiencing a range of difficulties. The services will primarily be available to individuals in their own living location, however, there will be occasions where the care package will be provided in an alternative environment. Lot 1: The Covid-19 outbreak has given rise to an urgent need for the continuation of the provision of F8852 Complex Continuing Healthcare Domiciliary Service for Children, beyond the previously advertised contract duration. Under the Public Contracts Regulations 2015, the contracting authority considers Covid-19 to be a state of urgency that has been brought about by circumstances which a diligent contracting authority could not have foreseen. A response to the pandemic is therefore required in order to safeguard public health risks and risk to life by securing safe and continued service provision. Accordingly, the NHS West Hampshire CCG has decided to extend the current contract with Staff Management Limited t/a active assistance, under Reg 72(1)(c) PCR 2015, brought about by the Covid-19 outbreak, for the following reasons: • to maintain service delivery and continuity during and after the Covid-19 response; • a change of provider would disrupt continuity and would be to the detriment of patient care and the local health system, noting that exit and mobilisation periods are a key consideration for robust strategic planning. Further justification is supported by guidance issued by the Cabinet Office Procurement Policy Note – Responding to Covid-19 PPN01/20. An extension to the current contract will give NHS West Hampshire CCG sufficient time to comply with undertaking a compliant competitive procurement process. The original procurement for this service was advertised and awarded on UK Contracts Finder which was fully compliant under the old regime. Therefore this contract award notice is being published to notify the addition of an optional extension to the contract for 6 months, with a further option to extend for another 6 month period. The modification does not alter the overall nature of the contract and any increase does not exceed 50 % of the value of the original contract: Original contract value, including legally provisioned extensions — GBP 5 068 135; Contract value for this notice, including provisioned extensions — GBP 1 013 627.
