Summary of the work The discovery phase will involve conducting a GAP analysis, collecting user requirements, mapping the user and case journey, identifying pain points and improvements to process flows and the case delivery process, reviewing the market to identify potential CMS solutions and producing a discovery report with analysis and recommendations. Expected Contract Length Four months Latest start date Monday 4 April 2022 Budget Range Up to £200,000 Why the Work is Being Done The Document and Case Management System (DCMS) project aims to deliver DCMS capability. Our requirement is for discovery work relating to the case management system (CMS) and will provide outputs enabling delivery of a CMS. We require a case management system to improve the effective management and progression of cases and to enable reporting and management information across all cases. Problem to Be Solved The SFO investigates and prosecutes large, lengthy and complex cases which rely on a large volume of data both from external and internally generated sources. A CMS will improve consistency of operation across cases, introduce workflow and automated processes, and enhance data flows between a central CMS and other systems and databases. A CMS will also help automate reporting and management information processes. Who Are the Users Case teams consist of multi-disciplinary teams including Lawyers, Investigators, Case Administrators and a range of other specialists. They will all use the CMS to undertake their work. Other users of the CMS include Strategy, Policy and Governance who have reporting and management information requirements. Early Market Engagement None Work Already Done None Existing Team Work with the SFO IT project team Current Phase Discovery Skills & Experience • Experience of running discovery phases • Experience of working on complex multi stakeholder projects • Ability to communicate with stakeholders clearly and regularly, and advocate for user needs and design principles • Ability to conduct user research, including end users and stakeholders, understand needs and motivation for each group • Proven experience of complex user and case journey mapping across a range of stakeholders • Experience of using fully agile working practices Nice to Haves • Experience of designing, developing or implementing case management systems that interact with different types of users • Experience of working within law enforcement or similar environments • Experience of discovery phases for case management systems Work Location 2-4 Cockspur Street, London, SW1Y 5BS Working Arrangments Mix of office based and remote working, on site attendance as and when required by the SFO IT team. Security Clearance SC level security clearance is desirable but not essential. If not held the SFO will undertake clearance for required individuals.
