Description

The Secretary of State for Environment, Food and Rural Affairs wishes to let a contract on behalf of Central Government and Scottish Government, Welsh Government (WG) and Department of the Environment in Northern Ireland (DOENI), collectively known as the Devolved Administrations (DAs). DEFRA is the acting Authority and is looking for a supplier for the Data Dissemination Unit (DDU). The contract is for the provision of services to collate and disseminate information and data about air pollution in the UK on behalf of the Authority, and ensure that the UK meets the statutory public information requirements under European Commission Directive 2008/05/EC and the 4th Daughter Directive (2004/107/EC of the European Parliament and of the Council). The Authority has awarded a contract for 3 years with the option to extend for a further 2 years. As the same company was successful in tendering for both Lots, a single contract has been awarded for services in both Lots. The UK undertakes assessment of air quality in accordance with the EU Directives. The Directives contain requirements for Member States to report data to the European Commission. Lot 1 is responsible for the delivery of formal reporting to Europe, National Statistics, and some ad-hoc information/data requests. This lot will deliver report compliance assessment data to the Commission about air pollution in the UK on behalf of the Authority, and ensure that the UK meets its statutory, International obligations and National reporting requirements. Programme 1 — Data and information collation and storage from the monitoring networks and other sources. The Contractor will be required to collate information from a number of sources including: — Automatic and non-automatic monitoring networks; — Air quality forecasts; — The Authority's research contracts; — Air quality research reports and papers and — Guidance and other documents issued by the Authority or other Government Departments. Programme 2 — Web Interface Services hosted on UK-Air website The UK Air Information Resource website (the UK-AIR ) is the primary source of air pollution information in the UK. It functions as a hub of information for a wide range of interested parties including: — The Commission; — Defra and DA's; — Local authorities; — Regulatory authorities; — Academics; — Consultants; — General public; — Students.
