Tender for Dublin Region Housing First Service in 4 Lots (Housing and Health Supports)

Housing Agency, in conjunction with the Dublin Region Homeless Executive and the HSE wishes to establish Framework Agreements as follows: • Lots 1 – 3: three (3) Single Party / and one (1) Multi Party frameworks to provide Housing First - Housing Supports service in the DRHE. • Lot - 4: one (1) Single Party framework to provide Housing First - Health Supports service in the DRHE. This procurement for both Lots is for the provision of a Housing First service (Housing and Health) to adults (over 18 years of age) experiencing rough sleeping and people who are long-term users of emergency accommodation, either on a continuous or episodic basis, across the four Dublin Local Authorities – Dublin City Council, Dun Laoghaire-Rathdown, Fingal, and South Dublin. The service will be made accessible to mixed gender and targeted primarily for single adults or couples, over 18 years of age, without dependent children. The composition of households may change over time and participation with Housing First will continue for as long as the support is required. Lots 1-3 - The Housing team involved must be capable of responding to a wide range of high and complex needs. Team members will be required to have the competencies and skills to build relationships with the target group whose needs may include enduring mental health problems and personality disorders, physical health issues, ongoing poly-drug use including alcohol and injecting drug use, offending behaviour including sex offending, physical and /or intellectual disability, and challenging behaviour. Lot 4 - A separate multidisciplinary Health team will provide health support for clients with challenging mental health and addiction issues and it will also support individuals in accessing psychiatric treatment and rehabilitation. The multidisciplinary team will include suitably qualified staff in general nursing, psychiatric nursing, mental health, substance use/ addiction, and other specialisms may be brokered as required. The full suite of requirements are contained within the tender documents. Tenderers must associate themselves with the competition in order to access the tender documents, ask and receive queries and submit a response. All responses must be submitted in a ZIP FILE format.
