Provision of Section 106 Arts Programme Management for West of Waterlooville Development, Hampshire

Winchester City Council is seeking to appoint a professional consultancy, agency or individual to carry out a review of the partially completed existing Public Art Programme at the Waterlooville/Berewood development, Hampshire. A Section 106 agreement is in place as part of this development and this includes a public art fund. Requirements of the appointment include: undertaking community engagement, and bringing forward recommendations for approval, prior to creating a revised fully costed programme of public art. The appointed supplier will manage the subsequent procurement, commissioning and delivery of agreed art projects as S106 funding becomes available. The West of Waterlooville/Berewood development commenced in early 2008. There are 553 residential units on the Taylor Wimpey site. Grainger Trust was granted permission in March 2012 for a total of 2550 dwellings, of which 1055 dwellings have to date been built and occupied. Further phases of the development also include 2 primary schools, a local centre (comprising retail, community building, land for healthcare, land for elderly care), public house, allotments, land for a cemetery, open space, recreation and play areas. The supplier will be required to work alongside the existing council team to deliver the revised public art programme, in collaboration with an existing Arts Advisory Panel and West of Waterlooville Forum, ensuring high quality and best value are achieved. Once the revised public art programme is agreed, projects will be completed in stages, as funds become available, in line with occupation rates triggering Section 106 contributions from the developer to Winchester City Council. A maximum of 20% (approximately £70,000) of the overall Section 106 arts budget is ringfenced for management fees.
