Provision of Second Replacement Local Development Plan & Engagement Services for CCBC

Caerphilly County Borough Council (the Council) is currently in the process of preparing its 2nd Replacement Local Development Plan (2RLDP), which will cover the period 2020-2035. The proposed approach, timescales, and consultation arrangements for the 2RLDP is set out in the Delivery Agreement (1st Revision) for the 2RLDP that is currently the subject of targeted consultation before being finalised and submitted to Welsh Government for approval in October. A copy of the Draft DA can be viewed via the following link https://www.caerphilly.gov.uk/web-documents/business/planning-and-building-control/ldp/2nd-replacement/delivery-agreement/document.aspxAs part of process for the preparation of the 2RLDP, the plan will be the subject of two statutory consultation periods at the Pre-Deposit and Deposit stages of plan preparation. As part of these consultations the Council is looking to appoint a suitably qualified and experienced consultant to provide engagement services and information to assist its officers in effective engagement and consultation on the plan and its associated documents.The Council’s current 2RLDP position commenced a full review of the Adopted LDP in February 2020 and published its Pre-Deposit plan for consultation in October/November 2022. As a result of that consultation conformity objections to the plan were received from Welsh Government. As a result of these objections the Council has revised its Preferred Strategy and will undertake a further statutory Pre-Deposit consultation in January/February 2025. Moving forward from there the Council is intending to publish its Deposit Plan for consultation in January/February 2026, although this is dependent upon the outcome of the Pre-Deposit consultation.
