Provision of Catering at Farnborough Library

Hampshire Library Service (HLS) operates 40 libraries and is the busiest county library service in the UK. Hampshire Library Service are seeking to secure a partner to take on a 'Licence to Occupy' in Farnborough Library. There is already an active refreshment offer in a specific area of the library, working within a kitchen, servery and seating area. The contract is due to expire in January 2025 with a new contract due to last for three years up to 19th January 2028. This is a nil value (concession) contract and the estimated value to the contractor over a three-year period, although subject to change, is £150,000. Hampshire County Council have been in talks with Rushmoor Borough Council, regarding their proposals of a Farnborough Civic Quarter regeneration plan including the development of a new leisure centre and cultural hub incorporating our existing library building. The planned regeneration would bring the leisure centre, cultural hub, library, and space for council and voluntary services together, and therefore reshape the library in Farnborough without its own refreshment offer. When we have notice of this, we would be able to give a lead in time to terminate the licence with any occupying partner. The Council wants to identify from the market if any potential suppliers are interested in providing catering services within the current library space. The Council is looking to undertake a quotation exercise with suppliers who can demonstrate that they can provide these services. Any supplier who would be interested in quoting for the opportunity needs to register on the Council e-tendering platform, Intend, in the first instance. Any supplier who can demonstrate that they are interested in this opportunity, with its associated timelines, will then be invited to quote. Interested suppliers are required to register their interest by 14:00 on Monday 25th November 2024. Lot 1: Hampshire Library Service are seeking to secure a partner to take on a 'Licence to Occupy' catering concession contract in Farnborough Library. There is already an active refreshment offer in a specific area of the library. HLS are seeking a contractor who will provide refreshments to library users and other customers as necessary. The cafeteria area in the library is open to customers during library opening hours which are Monday-Saturday 9.30 am-5 pm (with a 1.30 pm closure on a Tuesday. There are approximately 20 covers.
