Provision of a new acute hospital for the Harlow area has been prioritised by the DHSC in the first phase of the Health Infrastructure Plan (HIP). The Trust are currently developing their outline business case for the new hospital with the preferred way forward being to construct a new purpose-built hospital in a single phase on a greenfield site, at the new junction 7A of the M11. The Trust expects the hospital to be completed by 2025. The Trust is undertaking a period of pre-market engagement to explore the opportunity and delivery of modern methods of construction (MMC) and a digitally enabled SMART hospital, with key specialists (e.g. M&E, frame, façade, modular construction and technology providers) to inform the Trust’s approach to the delivery of the project. The Trust has funding to progress the design of the project and develop the Outline Business Case (OBC). The Trust has engaged its key design and advisory team and is progressing the outline design in preparation for submitting the OBC and beginning the main contractor and provider procurement. In order to inform the Trust’s design approach and overall proposed solution, the Trust is keen to engage with the market on MMC, key buildability considerations and the opportunities to deliver a fully technology enabled hospital. The Trust is keen to discuss relevant considerations, issues and sensitivities relating to the following specialist issues: — specialist mechanical and electrical works, — design for manufacturing and assembly (DfMA), — volumetric solutions — Panelised systems — pre-cast concrete structures, — frame systems, — Façade systems, — digital and SMART hospital technology. The Trust recognises that all of these elements have a wider impact on the project as a whole and encourages input on these points from relevant specialists, main contractors and providers, and advisers. The Trust will be holding a virtual pre-market engagement event on Thursday 22 October 2020 via MS Teams. The event will begin with an introduction to the project and overview of the current proposals. This will be followed by targeted discussions covering each of the subjects listed above. Each discussion will be managed as a roundtable discussion, facilitated by the Trust and its advisers, with participants encouraged to be open about potential challenges, opportunities, dependencies or sensitivities they see in the various options, as well as adding the benefit of their experience. Organisations registering to attend the event should specify which sessions they wish to attend and details of the individual attendees, as well as details of any specific topics or queries they would like to see addressed in relevant session. These sessions will run concurrently so organisations who are interested in taking part in more than one session should register separate attendees for the relevant sessions. For capacity reasons, the Trust will be limiting attendance to one representative per organisation per breakout session. The Trust welcomes attendance at the sessions by direct specialists in the relevant areas and those with linked expertise. If the event or individual sessions are over-subscribed the Trust will give priority to specialist providers in the relevant element. The Trust will issue a short questionnaire to registered organisations to complete with written feedback if they wish. Whilst it is not mandatory to provide this feedback, this is the opportunity for interested organisations to encourage a particular approach to specialist elements of the project. The Trust plans to use the feedback from these discussions to help inform its design approach for the project. Participating organisations should note that the event does not form part of any formal procurement process, and the Trust gives no guarantee as to the final design approach of the project.
