Description

Stockport Metropolitan Borough Council (The Council) is seeking to develop a Flexible Purchasing System (FPS) for the provision of Day Opportunities in Stockport. Lot 1: Lot 1: Building Based Services Lot 1: Building Based Services  Building based services for people with a variety of support needs  Offering a range of regular activity, educational, developmental and need specific session provide people with the chance to socialise, make friends, enjoy a hot meal and take part in meaningful activities. In some cases, snacks are available in the morning, and a hot meal may be available at lunch time. Primarily for the most dependant service users and people with multiple needs (including those with dementia, learning disabilities and physical disabilities). This would involve medium to long term support with a focus on an individual’s outcomes, health, and wellbeing and opportunities to progress to attending community-based services. Lot 2: Lot 2: Community Support Lot 2: Community Support  Community group-based activities  Shared Lives  Evening and weekend activities  Faith Based groups Flexible service provision with people exercising more choice and control over how services are delivered. There would be a focus on enabling people to build their independence and support for them to connect to their communities, with a mixture of long to short-term support. Within this lot providers may offer regular social activities and groups with varied scope, including faith-based activities, health and wellbeing activities, community connections, evening and weekend social activities and opportunities to experience a wider range of local resources. This could also include community-based work opportunities in structured environments such as garden centres or cafes where the development of life skills can be offered to support people to progress to accessing enablement services. Lot 3: Lot 3: Innovation and Enablement Lot 3: Innovation and Enablement  Occupational opportunities  Travel Training  Skills development and training courses  Short Term Work Based Programmes  New Developments – ‘call offs’ At the point of entry there would be a focus on what people want to achieve (outcomes) and help for them to achieve their personal aspirations. The enablement phase could be time limited could or intensive support programme in respect of employment-based skills, or a longer supported employment offer and would focus on developing or regaining skills; accessing training, promoting independence, and helping people to connect to their communities, engage in education, voluntary or paid work. This phase would be suitable for service users with short term support needs. This will require careful planning and collaboration between people using services to share support and achieve good value. Examples of this type of arrangement include: • a few people attending mainstream classes such as adult learning lessons supported by one worker • setting up short courses in existing community facilities on work-based skills • Offering a series of open events, workshops or taster sessions for people. • Running Summer Clubs
