In December 2017, March 2019 and November 2020 Network Rail issued a Prior Information Notice (OJEU notice: 2017/S 242-502338, 2019/S 060-138165 and 2020/S 217-533937 respectively) to engage with the market to assess the level of interest in the tender opportunity, in this present instance Network Rail is engaging with the market to provide an update on the proposed procurement, the associated indicative timescales and seek to further understand market capability in terms of contracting / delivery options. For a copy of the questionnaire please e-mail rob.yems@networkrail.co.uk Lot 1: Network Rail have previously conducted multiple rounds of market engagement with suppliers who responded to the previous PIN’s. Following the engagement and subsequent feedback received with regards to the requirements and packaging strategy Network Rail would like to explore the following; Network Rail would like to understand the market capability where a supplier would provide a turnkey offering which will include the following services; The supplier shall design and build a new rail delivery fleet which shall be of sufficient size to manage Network Rails operational expectations ( there are 11 assets that form the existing Rail Delivery Fleet which undertake approximately 700 shifts annually for rail collection and delivery). The supplier shall operate and maintain the rail delivery fleet The supplier shall invest the capital required to build the new fleet , including feasibility, design, build and all necessary approvals to enable the new fleet to enter operation service. The supplier will be numerated via Network Rail OPEX budget for the period of the operational services. For the term of the Contract the Supplier shall be responsible for ensuring the assets comply with legislative or Network Rail Standards changes that affect the operation of the assets and service for the full duration of the services contract. Entity in Charge of Maintenance (ECM) would remain with the supplier. Network Rail will accept tenders from a lead supplier who has engaged supply partners to offer a full tender submission that meets the needs of Network Rail. Via this PIN, Network Rail are providing an opportunity for potential Suppliers to confirm their interest in the proposed services they want to provide either directly or through supply partners. The information provided by potential suppliers shall inform Network Rails approach to market building on previous PIN's and information provided.
