This is a dynamic purchasing system (DPS). The contracting authority is the Norwegian Defence Materiel Agency (NDMA). The contracting authority has, at irregular intervals, a need to procure different types of containers for its materiel disposal activities. The containers will primarily be used for the storage and transport of materiel. NDMA would like to establish a "pool" of suppliers who are able to deliver both new and second hand containers with different requirements specification. Therefore, the contracting authority uses a dynamic purchasing system so that specific emerging needs can be covered by holding contests among the tenderers who are qualified in the dynamic purchasing system. The need will depend on the NDMA's ongoing activity at any one time, and the need will vary both in scope and frequency. NDMA would like to establish a "pool" of suppliers who are able to deliver both new and second hand containers with different requirements specification. The containers will primarily be used for the storage and transport of materiel. From experience, there will be a need for ISO containers with a full side opening for land transport. There can, however, be a need for containers with an end opening, as well as containers that are suitable for flights, etc. The description is not exhaustive. NDMA would like to promote reuse and a circular economy, and will also encourage tenderers to offer carefully used containers in many of our coming procurements. The detailed specifications may vary significantly depending on the specific needs in each case (contests under the scheme). The specifications will be communicated to qualified suppliers in a mini-competition in each case. The first contest will be published at the earliest 30 days after this DPS has been published.
