This notice gives prior information of a forthcoming procurement which will establish a successor framework to an existing framework expiring in August 2017. MPS seeks to appoint a panel of multi-disciplinary and specialist consultants to a Construction Professional Services Framework for use by the MPS and other organisations such as GLA Group Functional Bodies, London Ambulance Service and Police Forces requiring project management and full design services including architectural, engineering, surveying, cost and project management plus technical services over an initial three year term, extendable to four years in total. Framework to be split in to six lots based on project value and/or type of service required to progress schemes through RIBA Works Stages 1 to 7 for delivery of a diverse range of construction projects including refurbishment, new build and major programmes of work valued from 250 000 GBP to 20 000 000 GBP. Potential spend under the framework of up to 50 000 000 GBP is considered likely. This PIN is to alert the market of the planned commencement of a procurement with prior warning of the publication of a Contract Notice in late February 2017. MPS plans to procure a new Construction Professional Services Framework for appointment of a panel of consultants (up to 6 each for Lots 1 and 2, up to 3 for Lot 3) for award to one or more Project Delivery Service lots (Lot 1 Intermediate Works <£2M; Lot 2 Major Works >£2M; Lot 3 Design & Build). Lot 6 Building Control to be a single supplier lot. Suppliers must be capable of providing a multi-disciplinary project delivery services for a diverse range of projects including new build, refurbishment, fit-out, M&E installations and alterations to be awarded by value and/or project type which requires: — feasibility studies, condition surveys and space planning. — initial and full design services (architecture, engineering, surveying, CDM PD). — project management. — cost management. — technical services. Lot 4: Single consultant appointed to a Construction Professional Services Lot 4 Cost Management whom must be capable of providing a number of services, including but not limited to: — Cost management advice; — Cost planning exercises; — Cost benchmarking exercises; — Project and programme procurement strategies (including OJEU procurements, construction works framework mini-completion and awards); — VFM audits (cost, technical, forensic); — QS services independent to Lots 1,2,3 service providers. Lot 5: Single consultant appointed to a Construction Professional Services Programme Management whom must be capable of providing a number of services, including but not limited to: — Complex programme implementation/ development management; — Project delivery strategies; — Business case development; — Complex project moves management; — Project Management independent of Lots 1, 2 and 3 service providers.
