This is a voluntary ex ante transparency (VEAT) notice. DVLA intends to award a further contract to NSL Limited for the continued provision of Enforcement Services commencing on 1st February 2026 for 9 months with the option of a 3 month extension. The standstill period as prescribed by the Public Contract Regulations 2015 will conclude at 23:59 on Monday 13 January 2025 This extension is to ensure continuity of service and also to allow a full twelve month implementation period for the successful bidder (currently unknown) for the long term Enforcement contract PS 23 45. This procurement is currently live. This requirement was highlighted during market engagement as an essential requirement to a successful implementation. DVLA intends to award the contract without a call for competition in accordance with the following provisions of The Public Contracts Regulations 2015. 32.2 (b) ii. The works, supplies or services can be provided only by a particular economic operator for the following reason: • absence of competition for technical reasons 32.2 ( c) insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. 72.1 (b) . Contracts and framework agreements may be modified without a new procurement procedure in accordance with this Part in any of the following cases:— for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor— (i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement, or (ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority. provided that any increase in price does not exceed 50% of the value of the original contract; 72.2 ( c) where all of the following conditions are fulfilled:— (i) the need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen [such as covid impact on public services ] (ii) the modification does not alter the overall nature of the contract; (iii) any increase in price of the value of the original contract or framework agreement. Lot 1: The Driver and Vehicle Licensing Agency (DVLA) (The Authority) is an Executive Agency of DfT, based in Swansea. The Agency's primary aims are to facilitate road safety and general law enforcement by maintaining accurate registers of drivers and vehicle keepers and to collect Vehicle Excise Duty (VED). This service will help identify untaxed vehicles or vehicles that are in breach of Statutory off Road Notification (SORN) and, where necessary, through enforcement action takes steps to immobilise or remove vehicles. The services required encompass: - Immobilisation, Removal, Storage and Disposal of vehicles - Enforcement Warning Notice Issuing Services and; - Automatic Number Plate Recognition (ANPR) services for detection and action against untaxed non-Compliant vehicles This service provision is to supplement other DVLA Enforcement actions undertaken and help DVLA to continue to improve on the high compliance rate of Vehicle Excise Duty collection.
