Cumberland Council is advertising an Open Framework for providers to deliver Targeted Short Breaks for Children with Disabilities. The Council is conducting the procurement of this framework using the open procedure in accordance with the Public Contracts Regulations 2015 (PCR) for the purpose of procuring the services described in the Service Specification. There are Five Lots - Lot 1: Weekend Activities Lot 2: School Holiday Activities Lot 3: School Holiday Activities in Cumberland Special Schools Lot 4: Activities based on Specific Needs Lot 5: Innovation The Council will seek to open the Framework to new applications as stated within the ITT. It shall be at the Council’s sole discretion to open the Framework to new applications more or less frequently, and to decide how long the tender period is open for each time. The Council reserves the right to close the Framework to new applications if in the opinion of the Council there is good reason to do so. In the event the Council determines to exercise its discretion to close the Framework to new applications, it will notify its intention and the period which the Framework will be closed on Find a Tender. The estimated total value of the Framework for the 16 Months initial term is £241,217.33 excluding VAT. The estimated total value for the initial term plus the one 12 month optional extension is £392,044.33 excluding VAT. The Council does not guarantee any spend against this Framework Agreement. You must be registered on The Chest (https://www.the-chest.org.uk/) to access the tender documents. All bids must be received electronically via the Chest by the closing date stated in the ITT. Please read the ITT and its Schedules in full before submitting a tender. Any clarifications about the tender must be sent via messaging on the Chest by the closing date stated in the ITT. Lot 1: Weekend Activities Lot 1 Weekend Activities - Half or full-day activities (such as sports, crafts, games, cooking, etc.) or trips that take place on a weekend. These can either be a one-off or regular weekend activities. Lot 2: School Holiday Activities Lot 2 School Holidays Activities - Half or full-day activities to run during the school holidays which may include one off day trips, adventure activities or sports sessions or regular holiday clubs. Lot 3: School Holiday Activities in Cumberland Special Schools Lot 3 School Holiday Activities in Cumberland Special Schools - Half or full-day activities to run during the school holidays which are organised by and take place in, one of the Cumberland Special Schools. There is an expectation that all eligible children are able to register for activities taking place at Cumberland Special Schools. However, there is an understanding that the majority of children and young people attending these schools may have higher-level needs and that activities and staffing will reflect this. Lot 4: Activities based on Specific Needs Lot 4 Activities based on Specific Needs - Half or full-day activities designed for children and young people with specific needs. For example, this could be a sensory experience for children with autism, or an adventure activity for older teenagers. Lot 5: Innovation Lot 5 Innovation - Any innovative or original activities that would not come under any of the other Lots, but which would meet an identified need of children and young people with disabilities in Cumberland.
