Essex County Council is intending to utilise the competitive process under the Provider Selection Regime for the re-procurement of the Community Rehabilitation Service and is organising a market engagement event for interested providers. The market engagement event will take place from 3.30pm to 5.00pm via Microsoft Teams on 11 July 2024. The intention for the market engagement is to: • present the service aims and objectives; • explore how providers may be able to add social value to this contract; • gain insight into any challenges and/or lessons learned providers may be able to share; • an opportunity to ask questions and/or raise any other areas providers may see as relevant. The commissioning team will take suitable notes during the event to inform the commissioning of these decisions and will circulate the presentation slides, collate a Q&A document based on questions raised during the event with the providers. Providers will also have 48 hours after the event to send any additional questions they may have, and these will be recorded and shared afterwards. If you are interested in attending the virtual event, please register by emailing rizwan.sher@essex.gov.uk and provide the following details by no later than 12.00 pm, 9 July 2024: 1. Names and job titles of delegates 2. Organisation details (name and address) 3. Email addresses and telephone numbers for delegates Please note that registration at this event does not count as registration for the full procurement process, which will be separately advertised via the Find a Tender Service (FTS) website. We are aiming for this to be issued around the end of August 2024. The service will be commissioned via a competitive process conducted in line with the Provider Selection Regime for Healthcare Services 2023. For the avoidance of any further doubt, please be advised that any dates for the proposed procurement opportunity within this notice are provided for indicative purposes only and the Council reserves the right to amend this information following confirmation of the procurement timetable for this project. Full details of the structure of this procurement and associated timetable will be detailed within the corresponding Contract Notice in due course. Lot 1: Essex County Council is seeking to re-commission the Community Rehabilitation Service to secure a provider to deliver a community based intensive rehabilitation programme. However, prospective bidders are advised that the Council will finalise the scope of the forthcoming procurement opportunity following the conclusion of the market engagement stage and reserves the right to amend the scope of this service accordingly. The Council intends to follow the competitive process under the Provider Selection Regime to select a provider. In 2017, ECC commissioned the Community Rehabilitation Service, which provides community based intensive rehabilitation programmes for adults in Essex with substance misuse issues and supports them into recovery, and ultimately enable them to lead healthy and more fulfilling lives. The service contributes to a number of commitments within ECC’s four-year plan, Everyone’s Essex, notably to support healthy lifestyles and level up health. The service has a significant impact on the Council’s commitment to promoting health, care and wellbeing for all the parts of our population who need our support, including vulnerable adults, children and families. Essex County Council has also been greatly influenced by the Think Family initiative and has built on this by ensuring that all its commissioned services offer and/or provide support services to whole families where they are affected by someone else’s drug and/or alcohol misuse. The service provided will form the core part of a county-wide health, adult and young people’s social care, youth offending, police, probation, prison and independent sector recovery-based response to substance misuse in Essex. A market engagement event for this service will be held via Microsoft Teams on 11 July 2024 from 3.30pm to 5.00pm. Interested providers must register for this event by 12 pm, 9 July 2024. The Commissioners of this service will present the scope and objectives of the service and also look forward to gaining providers' insights and feedback on the opportunity.
