Islington Council invites suitable expressions of interest from suppliers for the above. Background The council is a landlord to around 35,000 council tenants and leaseholders living in homes located across the borough. As a landlord the council is responsible for ensuring that repairs needed to residents’ homes are carried out promptly, to ensure safe and habitable housing. The council is seeking to appoint two (2) contractors to a framework agreement to support the council’s in-house team with out-of-hours emergency cover. The scope of this framework agreement includes supporting the in-house teams to cover borough wide repairs to the council’s residential properties including communal areas. The requirement The appointed suppliers will support the council’s in-house teams in providing efficient, effective, customer-focused electrical repairs and maintenance services for example repairs to switches, sockets, light fittings etc. It will also include repairs to communal and estate lighting including electrical intakes. Call-off contracts for works will be issued evenly on an alternate basis between the two (2) contractors e.g. Contractor A receives jobs 1, 3 and 5 and Contractor B receives jobs 2, 4 and 6. This will be monitored closely using IT management systems put in place by the Service. The value of works under electrical repairs and maintenance works varies from high-value to low-value jobs. Contractors are expected to carry out all jobs borough wide. Lots This services contract is not being divided into lots. A framework agreement is being used as stated in the section above. TUPE [Transfer of Undertakings (Protection of Employment) Regulations] Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender. Term of the framework agreement The estimated start date of the framework agreement is June 2025. The initial term will be twenty-four (24) months with the option to extend for a further period of up to twenty-four (24) months. The maximum total agreement length is forty-eight (48) months. However, call-off contracts may extend beyond the end date of the framework agreement. Value of the framework The estimated aggregate value of the call-off contracts that may be awarded by Islington Council under the framework agreement is £3,300,000 (VAT inclusive) (£825,000 per annum), based on a maximum term of forty-eight (48) months. Award criteria Two (2) providers who submit the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations will be party to the framework agreement. Tender submissions will be subject to minimum quality thresholds; further details will be provided in the procurement documents. MEAT for this framework agreement: Cost/price 40 % Quality 60 % Quality made up of: 20% - Proposed approach to social value 10% - Proposed approach to maintaining documentation and managing remedial works required 10% - Proposed approach to health and safety 10% - Proposed approach to quality management and managing and prioritising workloads 10% - Proposed approach to mobilisation, resourcing and service delivery Total 100% Further details will be provided in the invitation to tender. Procurement process As the value of the contract is above the threshold for wider advertising of the opportunity, a Contract Notice will be published on Contracts Finder and Find a Tender Service. This framework will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents.
