Procurement of architect services - DPS contest

Description

Stavanger Municipality needs ongoing architect services and would like to have a DPS contract. Information about the contracting authority can be found at www.stavanger.kommune.no. The first contest under the scheme will be announced after 22.02.2023. Lot 1: Stavanger Municipality, c/o the Agency for Urban Environment and Development, undertakes several projects a year for different purposes, both new and renovation projects. These include, amongst other things, public buildings, nurseries, schools, church buildings, site projects, and outside areas. In order to undertake the projects, Stavanger Municipality needs professional services that cover the following professions, either as a combination of several professions or individual professions: - Architect (ARK) - Architect - applicant responsibility/assignment manager (ARK-SØK) - Interior Architect (IARK) - Landscape architect (LARK) - Development plan/plan for land use (PLAN) A general service description for the different professions is attached to the dynamic purchasing system. The service description will be adapted to each individual contest that is announced under the scheme. Each individual contest under the scheme can be for one or more architect services for the following assignments: - Planning a concept study/idea phase - Applications - Analyses - Feasibility studies - Detailed engineering design services/tender description/service description - Draft project/preliminary project - Detailed project - Costs calculation - Inspection of work performed at the construction site - Inspection of MOM documentation. - Provide input for professional areas for the SHA plan The list is not exhaustive. Limitation in scope: The dynamic purchasing system will not, as a main rule apply in the following cases: - If there is a need for complicated services where there is a need, for example, to hold oral dialogues/negotiations/interviews with the suppliers - If the contracting authority decides to enter into a framework agreement for equivalent services Any new framework agreement will be limited to minor assignments with an estimated value of up to NOK 1.3 million excluding VAT. This monetary limit will not apply if the framework agreement is for complicated services that will not be announced under this DPS. - For call-offs under existing framework agreements during the contract period. - For the procurement of engineering design groups where architect services are only one part of the project group. - Planning and design contests.
