Description
South Lanarkshire Councils Community and Enterprise Resources, Enterprise and Sustainable Development Services had a requirement to appoint a suitable specialist project manager led, multidisciplinary team to design the Clydesdale Way project. The Clydesdale Way (“the Project”) will connect existing walking and cycling routes along the Clyde, Tweed and Annan Rivers within South Lanarkshire to form a network of circular routes and associated infrastructure, and will extend for over 200 kilometers, connecting walking and cycle links with neighbouring local authorities in the Scottish Borders, Ayrshire and Dumfries & Galloway, creating a complete network of local, regional, and national routes and linking to the existing long-distance pathways. The aim is to connect the Clyde Walkway to the Southern Upland Way, the River Ayr Way and the John Buchan Way, utilising the existing local path network and regional cycle routes and creating a network of circular routes. The Project will create path networks to transform access and connectivity within and between the communities of Leadhills, Abington, Douglas, Biggar, Broughton and New Lanark, and significantly add to the Council’s path network and visitor infrastructure. The Project will provide new path/cycleway connections creating opportunities for outdoor recreation to support place, tourism and local community needs. The Project will bring economic benefits to each of the above communities and those smaller communities along the path route. This Project forms part of the ‘Three Rivers Active Tourism Project’ to be delivered by Dumfries and Galloway Council, Scottish Borders and the Council for which Dumfries and Galloway Council, as the lead partner, has secured UK Government Levelling Up Grant Funding (“LUF Funding”). The appointed consultant will manage and deliver all Professional Services of the Project from RIBA Stages 3 to 6 Lot 1: The Procurement Service identified a suitable and accessible Scotland Excel Framework Engineering and Technical Consultancy (0820). The Framework Period was from the 18 March 2021 till the 17 March 2025. Scotland Excel developed the Engineering and Technical Consultancy Framework for when their members need external consultants to undertake civil engineering or associated consultancy services relating mainly to construction infrastructure projects. It has a range of consultants available, is structured into ‘lots’ relating to specific specialisms and is designed to allow the Council to easily and quickly select a suitable consultant to carry out consultancy work based on the following lots:- 1. Roads and Structures 2. Transportation and Traffic 3. Environmental Engineering 4. Land Surveying 5. Drainage and Flooding 6. Geoenvironmental and Geotechnical 7. Coastal and Maritime 8. Master Planning 9. Project and Commercial Management Based on the above benefits and based on the all-encompassing scope of the project the decision was made by the Council to run a mini competition from Lot 9 – Project and Commercial Management.
