The contract includes the hire of vessels for cleaning up lost fishing tools along the Norwegian coast, along the Continental slope and parts of the Norwegian Sea and the Barents Sea. The mission will start around the 9th – 22nd August 2023. The date of completion of the mission will be set no later than 1 July 2023, as agreed upon with the contractor who is awarded the contract. If it is preferable to start earlier in the period for the sake of other fisheries, this will be acceptable. The vessel shall be hired for a period of approx. 40 days with an option for a further 7 days. The Directorate of Fisheries wants to hire a vessel with a minimum length of 50 metres (LOA) for this cruise. The offered vessel must be equipped for efficient sweeping by using the vessel's deck system for trawling. More detailed requirements for the services are in Annex 1 the contracting authority´s requirement specifications. The Directorate of Fisheries wants to hire a vessel with a minimum length of 50 metres (LOA) for this cruise. The offered vessel must be equipped for efficient sweeping by using the vessel's deck system for trawling. The vessel's trawl wire will be connected to specially designed search equipment. The vessel must also be rigged for efficient retrieval of lost nets, lines, fish pots, wire, etc. In addition, possibly taking other found equipment onboard must be anticipated. The majority of fishing equipment retrieved will be packed in sacks and stored for unloading at the end of the mission. Other non-recyclable materials and steel products will be stored in containers or elsewhere on the vessel for unloading at the end of the mission. Selected areas along the coast and fish banks will be prioritised. Typically, these areas have been located along the stretch from Western Norway up to and including Finnmark, but parts of the Barents Sea may also be included The vessel must be manned for 24-hour operation, but there may be relatively wide variations in workload widely within the overall work area. One person from the Directorate of Fisheries (expedition leader) will be on the vessel at all times during the lease period. For shorter intervals, it may be appropriate to have two persons from the contracting authority on board the vessel. Based on the requirement for 24-hour operation, the clearing work must be able to continue 24 hours a day with a rotating crew shift and a guard on the bridge that has good knowledge of the water to perform the search in an effective manner. The Contracting Authority disclaims liability for the loss of and damage to the vessel and conditions affecting any third party. Damage to the search equipment or lo of the search equipment is the Contracting Authority’s responsibility. Maintenance and repairs to the search equipment (primarily welding) during the mission are included as part of the contract. The contract can be cancelled with immediate effect if the terms of the contract are breached. If the agreement must be broken due to vessel damage, machinery or for other reasons that are not the Contracting Authority’s responsibility, the Contracting Authority can terminate the agreement with immediate affect. It is anticipated that the mission will start and end in Bergen harbour. The vessel will be rigged and unloaded at Eggesbønes (near Ålesund) where all equipment will be stored. If practical and advantageous to the tenderer to start and end the mission at a harbour in the Ålesund area, this will be assessed. The contract duration is a minimum of 40 days with an option for further 7 days. The daily lease rate accounts for the bulk of the total costs of the mission. The size of the daily lease rate will therefore affect the number of days that will be utilised as an option. Any extension of the lease terms must be presented to the lessor no later than the 33rd lease day. During the rental period, the contracting authority will cover the cost of bunkers, and the agreed daily lease rate will be paid based on the price stated in the price form Annex 7: Total price and pricing conditions. The total cost of the missionhas an estimated value of NOK 7,500,000. More detailed requirements for the services are in Annex 1 the contracting authority´s requirement specifications.
