Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work United Lincolnshire Teaching Hospitals NHS Trust (ULTH) is the provider of acute hospital services across Lincolnshire. We work closely with our partner organisations across the Lincolnshire Integrated Care system and are forming a group model arrangement with Lincolnshire Community Health Services NHS Trust (LCHS). The Authority will be seeking partners across multiple workstreams related to our EPR and wider digital transformation programmes over the next few months, seeking a range of delivery/consultancy support across multiple procurement exercises over the coming months. We have assessed these workstreams to ensure that they are unique and cannot be accessed under a single exercise, therefore, suppliers can be confident that we are not duplicating requests. Working with key stakeholders across United Lincolnshire Teaching Hospitals NHS Trust, its partner organisations in Lincolnshire and its key suppliers to deliver a full range of activity and establish a relationship as a strategic implementation partner, with particular focus on supporting the delivery of infrastructure projects. While the selected implementation partner may be commissioned to support the Trust review and design new technology-based solutions, including supporting the assessment of these solutions. The procurement of the technology itself would be part of a separate procurement process and is not within the scope of this tender process. Where the supplied staff will work East Midlands Who the organisation using the products or services is United Lincolnshire Teaching Hospitals NHS Trust (ULTH) Why the work is being done It is expected that the way we use technology between the two organisations will change, as we work to remove technical barriers. The first of these initiatives and one which is underway is to move a single M365 tenant, but we expect there to be focus on others areas of infrastructure as we look to standardise to improve how we provide services to patients and support our staff. The Trust is currently undertaking a significant amount of infrastructure improvement and modernisation in preparation for the implementation of the an Electronic Patient Record (EPR) solution, the investment in infrastructure over the course of the programme is in the region of £25m. In addition, approximately £3-4m is spent annually on modernising its technical infrastructure, including end user compute devices and improving security. The EPR business case was clear that the system needed to be implemented on infrastructure with the right levels of capacity, resilience and security and this has resulted in the biggest programme of work ever undertaken by the Trust. We are looking for a strategic implementation partner that can provide a full wrap around of services, based on specific work packages issued by the Trust. The implementation partner would be expected to be able to provide a fully managed service to lead the scoping, planning, pilot, testing, implementation and wrap around support of agreed technology initiatives. The Trust in its work package would work collaboratively with the supplier to define the specific requirements, which may vary depending on availability of internal resources. Allocated work may not always be every stage of a requirement, they may only be for specific points within projects where resources are required, this would be outlined in each statement of work issued. The business problem you need to solve The partner would be expected to have a full range of capabilities and this would include: Programme and Project Management, Technical advisory/consultancy, Technical delivery, Wrap around support e.g help desk, Supplier Management, Process Design, Cost control. The above list is not exhaustive but intends to make clear the expectation that the partner will have the ability to undertake each project step or take full end to end responsibility for the delivery of agreed statement of works, working in partnership with the Trust, but where roles and responsibilities are clear. While the Trust has a full range of services available in house, the internal teams often lack capacity which limits the ability to deliver the required change at the required pace. The Strategic Implementation Partner will be responsible for supporting in technology-based changes, partnering to ensure that the identified outcomes including benefits are realised. The partner will also support in identifying the required technology to deliver its required outcomes. For example, a problem may be presented with an expectation that the partner will work with the Trust to identify the solution and how it can be delivered, including working with other Trust suppliers. The partner should also be able to support in the development and technical implementation of the identified technology solutions ensuring that the Trusts requirements are met by the technology (the technology required to deliver the organisational design model will be under separate third-party arrangement(s)). Based on the current level of change, it is expected that the partner will take ownership of large strategic infrastructure work packages, this will also include the requirement to adhere to Trust standard processes, policies and project and programme management methodologies. The partner would be responsible for any subcontractors that may be required to deliver particular projects and work packages.
