Malvern Hills District Council and Wychavon District Council are inviting applications from suitably experienced and qualified contractors who wish to be considered for inclusion on our framework of contractors for the following categories of work. Lot 1: Arboricultural works (trees and hedges) – up to £20,000 per job Lot 2a: Hard Landscaping works – up to £10,000 per job Lot 2b: Hard Landscaping works – £10,001 to £50,000 per job Lot 3a: Soft Landscaping works – up to £10,000 per job Lot 3b: Soft Landscaping works – £10,001 to £50,000 per job Lot 4a: Electrical Installation and Repair works – up to £10,000 per job Lot 4b: Electrical Installation and Repair works – £10,001 to £50,000 per job Lot 5a: Building Maintenance and Repair works – up to £10,000 per job Lot 5b: Building Maintenance and Repair works – £10,001 to £50,000 per job Lot 5c: Building Maintenance and Repair works – £50,001 to FTS level Threshold Lot 6: Plumbing Installation and Repair works (including repairs to gas installations) – up to £10,000 per job Lot 7a: Painting and Decorating works – up to £10,000 per job Lot 7b: Painting and Decorating works – £10,001 to £50,000 per job Lot 8a: Play Equipment Installation and Repair – up to £10,000 per job Lot 8b: Play Equipment Installation and Repair – £10,001 to £50,000 per job Page 5 to 35 Lot 9a: Civil Engineering works – up to £20,000 per job Lot 9b: Civil Engineering works – £20,001 to £75,000 Lot 9b: Civil Engineering works – £75,001 to FTS level Threshold The framework will run from 1st April 2023 until 31st March 2027. Please see the procurement documents for further details of each of the lots and the minimum qualifications required. The Council is using the e-procurement portal known as the Proactis Pro-Contract portal https://procontract.due-north.com to conduct this procurement exercise. To gain access to the procurement documents, bidders will need to register their company details at the above website. Once registered, bidders will be emailed a log-in and password which will allow them to gain access to the procurement documents. Bidders will need to search for the invitation under Wychavon District Council and then electronically submit an expression of interest and follow the online instructions to view the procurement documents. Lot 1: Lot 1: Arboricultural works (trees and hedges) – up to £20,000 per job Lot 1: Arboricultural works (trees and hedges) – up to £20,000 per job. These works will include working on trees and hedges in parks and open spaces and woodland. Working at height in tree canopies, tree felling, pollarding, coppicing, crown lifting, crown reduction, crown thinning, stump grinding/removal, general tree pruning, hedge and coppice trimming and thinning, woodland conservation work, tree support checking /repairs, tree survey/inspections, assessments, reports, resitograph reports, logging data on GPS and tablet system. Applicants will be expected to be members of the Arboricultural Association. N.B. You will need to be a member of the Arboricultural Association and provide proof of your membership with your submission to be considered for this framework. Lot 2a: Lot 2a: Hard Landscaping works – up to £10,000 per job Lot 2a: Hard Landscaping works – up to £10,000 per job These works will include:- hard landscaping repairs to and installation of a variety of fencing and gates such as ranch, chestnut pale, palisade, mesh, bow top, repairs to and installation of a variety of hard surfaces such as paving, tarmacadam, block paviers, self-compacting gravel, repairs/cleaning to existing and installation of seats, bins, picnic tables, signs, painting and staining of a variety of outdoor features, repairs to a large variety of outdoor features, drainage works, excavations, installations, irrigation system installation/repairs, repairs to park structures such as bandstands, shelters retaining walls in a variety of materials, riverside works such as gabion installation, small bridges across streams, repairs to play equipment and fixtures. Please note Wychavon District Council already has the main aspect of this work catered for in its Parks and Open Space maintenance Contracts and Malvern Hills District Council has an in house grounds maintenance team. Lot 3b: Lot 3b: Soft Landscaping works – £10,001 to £50,000 per job Lot 3b: Soft Landscaping works – £10,001 to £50,000 per job Soft landscaping to include ground preparation, cultivations, sowing grass, turfing, shrub bed, ornamental and rural hedge work and work from the ground on tree maintenance, planting, removal of weeds in hard surfaces, woodland habitat maintenance. The scope of work to include periodic inspections for electrical safety, portable appliance testing, repairs to existing lighting and small power electrical installations, installation of new electrical circuits, distribution boards and consumer units and any similar system installations. As well as internal work to buildings some elements of external equipment, ie lighting or external supply points, may also be included within works packages. Some elements of the works will also require access to, and working at, heights, typically ceilings, roof loft spaces and external first or second floor levels. Some works may also have to be conducted “out of office hours” and involve evening, night or weekend attendance. In addition these works will include parks and open spaces work on lighting columns, including working at heights, electrical supply boxes, water pumps for pools and water play areas. N.B. The external work typically to include items such as block pavier repairs, tarmac repairs, slab laying, kerb laying, pipe and duct laying, small scale concrete work, erection of fencing, roofing repairs, guttering, emergency closing up of windows or doors, carpentry to doors and windows and any similar system installations. Some elements of the works will also require access to and working at heights, typically ceilings, roof loft spaces and first or second floor levels. Work will also, on occasions, be carried out on, or adjacent to, private land and gardens. Some works may also have to be conducted “out of office hours” and involve evening, night or weekend attendance. Lot 6: Lot 6: Plumbing Installation and Repair works (including repairs to gas installations) – up to £10,000 per job Lot 6: Plumbing Installation and Repair works (including repairs to gas installations) – up to £10,000 per job These works will involve repairs and alterations to existing plumbing systems to Council owned commercial properties, primarily the Civic Centre in Pershore and the Council House in Malvern, but also, the Council’s Community Contact Centres, Leisure Centres, depots, public toilets and other similar buildings. The scope of work to include heating, hot water, cold water potable and non-potable supply), drainage (both foul and storm), air conditioning, ventilation systems and any similar system installations. Elements of these works will require contractors to be Gas-Safe registered or hold an F-Gas Company Certificate and contractors will need to provide proof of these if undertaking this type of work. As well as work internal to buildings some elements of external equipment, ie metering units, may also be included within works packages. Some elements of the works will also require access to and working at heights, typically ceilings and roof loft spaces. Some works may also have to be conducted “out of office hours” and involve evening, night or weekend attendance. In addition these works will include plumbing work required on open spaces water supplies, irrigation systems etc. N.B. You will need to provide proof of your Gas-Safe registration or F-Gas Company Certificate (required for repairs to gas installations) with your submission to be considered for this framework. Lot 7a: Lot 7a: Painting and Decorating works – up to £10,000 per job Lot 7a: Painting and Decorating works – up to £10,000 per job These works will involve internal and external decoration to Council owned commercial properties, primarily the Civic Centre in Pershore and the Council House in Malvern, but also, the Council’s Community Contact Centres, Leisure Centres, depots public toilets and other similar buildings. As well as buildings some elements of external equipment and street furniture may also be included within works packages. Decoration may also require elements of preparation, ie minor repair to walls, window and door frames. Some elements of the external decoration of buildings will also require access to and working at heights, typically first and second floor levels. Decoration of particular areas may also have to be conducted “out of office hours” and involve evening, night or weekend attendance.
