The council is inviting Strategic Partners of Homes England under the Homes England Strategic Partnerships for the Affordable Homes Programme 2021-26 to apply for the opportunity to acquire, at risk, land north of Fenay Lane, Almondbury, Huddersfield for the development of market and affordable homes. This competitive exercise will enable the council to assess bidder’s submissions, and to select its Preferred Partner. The Preferred Partner will scope and develop their own proposals. An option agreement will be put in place to give certainty to the preferred partner, who will then apply for planning permission for the site at risk. The Preferred Partner will be expected to enter into a Planning Performance Agreement with the Local Planning Authority and the cost of this is £58,000 + VAT for a 12-month period - this would cover both the pre-app and planning application stages. Pre-app and planning application fees will be in addition to this. The council is using the YORtender portal to administer this competitive process. It enables the council to administer the process transparently, to add further information for bidders, and to respond to and track clarification requests.
