Southampton City Council (the ‘Council’) is seeking to take advantage of the opportunity afforded by the Health and Social Care Act 2012 for join up and integration of public health services with local authority prevention and early help services for children and families to create a new integrated offer for the citizens of Southampton of preventative and early help services to address the challenges which the city faces. This new 0-19 integrated service is expected to be innovative in form and transformational in outcomes, delivering significant improvement in how the Council supports families. In line with the Council's strategic priority to give children a good start in life, this new integrated offer will provide families with a seamless journey of support (where they get the right information, the right help and the right challenge by the right person at the right time) that enables them to manage independently, thereby increasing family resilience, **Continues in Section II.2.4**. **Continued from II.1.4** promoting the protective factors for children and young people and reducing the need to resort to expensive specialist or statutory intervention. The nature of the services which fall within this integrated offer are the Council's internally provided Children's Centres and Families Matter Early Help teams and the Public Health Nursing Services (0-19) and health promoting activities delivered by Solent NHS Trust The Council does not intend to outsource its Children's Centres and Family Matters Early Help teams at this time but wishes to fully integrate these services with the public health nursing services, by pooling budgets and establishing a single service manager for the integrated service. At the same time, it wishes to maintain the clinical leadership of the public health nursing services and to build on the many years of good partnership working with Solent NHS Trust. **Continues in II.2.14** **The contract value stated is for guidance only**.
