Description
The Norwegian Police Shared Services [Politiets Fellestjenester (PFT)], hereinafter referred to as the contracting authority, shall, on behalf of the Norwegian Police and the Norwegian Police Security Service, enter into framework agreements for locksmith services. The contract(s) must be able to cover all types of needs that the police have for locksmiths. Further details on the contracting parties, including who is defined as a contracting authority in accordance with the contract, is stated in Annex 4 – Administrative regulations, point 3. The procurement is divided into 12 geographical lots (sub-areas). The needs covered by the framework agreement are further described in Annex 1 Requirements Specification. Lot 1: Locksmith services for the police The Norwegian Police Shared Services [Politiets Fellestjenester (PFT)], hereinafter referred to as the contracting authority, shall, on behalf of the Norwegian Police and the Norwegian Police Security Service, enter into framework agreements for locksmith services. The contract(s) must be able to cover all types of needs that the police have for locksmiths. The following needs are particularly relevant: • Assistance in cases under the Enforcement Act where the enforcement authorities in the police need to enter homes/premises with subsequent change of lock(s)/locking of doors. This is assumed to account for the majority of the need for locksmiths. • Assistance in cases where the police's operational crews need to enter homes/premises with subsequent change of lock(s)/locking of doors. • Cover other needs within the police, such as when a locksmith is needed at buildings that are owned and leased by the police. • The police use the Norwegian Armed Forces' agreements for needs at police premises, but are free to purchase similar goods and services outside the Armed Forces' framework agreements. • The Armed Forces' agreements primarily cover municipalities where the Norwegian Armed Forces have premises. This does not always coincide with the Police's premises, and it is therefore preferable to be able to supplement the geographical coverage.
