PRELIMINARY BUSINESS CASE FOR BIOMETHANE PROGRAMME FUND PROPOSAL

Following the publication of the National Biomethane Strategy (https://www.gov.ie/en/publication/d115e-national-biomethane-strategy/), DECC has carried out a Strategic Assessment Report (SAR) and an examination of potential support mechanisms to encourage the development of an indigenous biomethane industry in Ireland and to ensure the strategic fit of the potential investment with government policy, in particular the National Planning Framework and National Development Plan. In line with the Infrastructure Guidelines (https://www.gov.ie/en/collection/e8040-infrastructure-guidelines/) a Preliminary Business Case must now be developed to serve as a detailed appraisal of 2-3 of the preferred options within the SAR. This Preliminary Business Case should provide a clear articulation of a final preferred option for a Biomethane Support programme form 2026 - 2030, enumerate associated risks and set out a proposed implementation for the investment proposal.
