FEW1402 - Specialist Substance Misuse 2024/25

Turning Point are contracted to deliver a Specialist Substance Misuse Service (ASC0255) from April 2022 until March 2026 (with the option to extend until March 2029) of the total value (without an extension) of £41m. The additional funding agreed by OHID & the ICB can only be delivered by Turning Point as they have the contract to deliver the existing substance misuse rehab service. There is no realistic alternative provider that could deliver the specific requirements associated with this funding. A direct award is being used as the contract variation value represents a total increase (including previous variations) below 10% but is above £500k threshold, creating a standalone agreement with the incumbent provider to pass the funding to our substance use treatment services. This is OHID funded which must be spent in year and spend profile agreed with OHID in advance. This direct award uses OHID & ICB funding specifically for this agenda and this funding is ringfenced and its uses have been approved by OHID and the ICB respectively for the Council’s use of the funding. PSR Direct Award Process A has been used, acknowledging the existing provider for this service, and we are of the view the existing provider is the only provider in the market capable of service provision due to the nature of the service. The lifetime value of the contract excluding VAT is £2820022.72. The contract start date is 01/04/2024 to 31/03/2025 A direct award is being used as the contract variation value represents a total increase (including previous variations) below 10% but is above £500k threshold, creating a standalone agreement with the incumbent provider to pass the funding to our substance use treatment services. This is OHID funded which must be spent in year and spend profile agreed with OHID in advance.
