Greater Manchester Combined Authority (GMCA) has recently undertaken a consultation on a proposed bus franchising scheme in accordance with section 123E of the Transport Act 2000 (as amended by the Bus Services Act 2017) and is currently in the process of considering the impact of Covid-19 upon the underlying assumptions within the franchising scheme assessment. You can read the consultation documents and TfGM’s report detailing its response to the consultation on GMCA’s website at the following link: https://greatermanchester-ca.gov.uk/what-we-do/transport/doing-buses-differently-consultation-on-proposed-franchising-scheme/ The purpose of this market engagement exercise is to enable TfGM to gain a better understanding of the capabilities of the market and available technology that could support a potential reformed bus market in Greater Manchester (should any decision be taken to make the proposed franchising scheme). This knowledge will assist TfGM in planning any future specifications that may be required. In particular, TfGM would like to engage with suppliers regarding: Network Planning and Design; Electronic Ticketing Machines (ETM) and performance/operation monitoring, including Audio Visual Announcements (AVA) and blinds; Driver communication and radio; Operator payment calculator; and On-Bus CCTV. Suppliers can engage with TfGM regarding specific items within the above list, or generally across all themes. Suppliers should note that this PIN does not constitute a call-for competition, and a decision whether or not to make the proposed franchising scheme has not been made. The purpose of this PIN is solely to engage the market to understand current capabilities. Market engagement regarding market capability for network planning and design, including route validation and scheduling. Interested suppliers responding to this market engagement exercise should; 1) Register as a supplier on the Pro-Contract ePortal 2) Email procurement@tfgm.com confirming interest quoting ‘Market Sounding Lot 1’ in the subject title and provide their registered Pro Contract prime contact's email address. Following receipt of the above TfGM will issue a non-disclosure agreement that will need to be signed and returned. TfGM will, upon receipt, add the supplier to the Pro-Contract event in order to access further detail and a supplier questionnaire that should be returned via the Pro Contract ePortal by 29 September 2020. Further to the above and subject to questionnaire response it is TfGM's intention to further engage with responders via supplier days between October and November 2020. Market engagement regarding market capability for electronic ticketing machines and performance/operation monitoring, including audio visual announcements and blinds. Interested suppliers responding to this market engagement exercise should: 1) Register as a supplier on the Pro-Contract ePortal 2) Email procurement@tfgm.com confirming interest quoting ‘Market Sounding Lot 2’ in the subject title and provide their registered Pro Contract prime contact's email address. Market engagement regarding options for communication to/from drivers on moving vehicles to relay and receive information. Interested suppliers responding to this market engagement exercise should: 1) Register as a supplier on the Pro-Contract ePortal 2) Email procurement@tfgm.com confirming interest quoting ‘Market Sounding Lot 4’ in the subject title and provide their registered Pro Contract prime contact's email address. Following receipt of the above TfGM will issue a non-disclosure agreement that will need to be signed and returned. TfGM will, upon receipt, add the supplier to the Pro-Contract event in order to access further detail and a supplier questionnaire that should be returned via the Pro Contract ePortal by 29 September 2020. Market engagement regarding driver standards monitoring ion moving vehicles. Following receipt of the above TfGM will issue a non-disclosure agreement that will need to be signed and returned.
