Summary of work NHSBSA require a development partner to provide modifications and enhancements to the NHSBSA's existing CKAN Open Data Portal. NHBSA's ODP provides the public with access to the following types of data: - English Prescribing Data - Prescriptions Cost Analysis Data - Secondary Care Medicines Data We require developers with the following skills/experience: - CKAN experience - API experience - Custom development - UX and UI improvements - Backend & Frontend development work - Compliance with NHS design standards - Compliance with GDS accessibility standards Statements of work will be agreed with the successful supplier. Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done This engagement aligns to NHSBSA's aim to deliver a managed service for Open Data and wish to continue to develop and enhance the existing CKAN Open Data Portal to ensure end users get the most from the portal's functionality and capabilities. The business problem To continue to ensure that the NHSBSA Open Data Portal is NHS Design Standard and GDS accessilibity compliant when implementing new data functionality across the API, Data Explorer and database features. There is always a element of backend HTML and CKAN development as well as front end design changes for users. Our aim is to make the NHSBSA Open Data Portal the home of all open data across the organisation. Development work must be able to delivered under this contract without interrupting the live service of the ODP. The people who will use the product or service User type: ODP Service Owner Definition: The ODP Service Owner administers the ODP by adding new datasets and amending content on pages etc User type: NHSBSA teams Definition: NHSBSA teams have areas of the ODP that they can administer by adding data and content User type: External users Definition: A range of data scientists and academics use the API functionality to access the data NHSBSA publish User type: Public users Definition: Including media organisations, private sector companies, NHS analysts and members of the public need to be able to access data manually using the website functionality Which phase the project is in Live Existing team The Open Data Portal product and Open Data managed service sits within the Data Services area of our Digital, Data and Technology directorate. Day to day the service is delivered by the Service Lead with ad hoc support from User Centered Design team, data platforms team and data analyst team. Address where the work will be done It is envisaged work will be carried out remotely but should work be required to be undertaken onsite, work would be undertaken at the following NHSBSA office base: NHS Business Services Authority Stella House Goldcrest Way Newburn Riverside Newcastle upon Tyne NE15 8NX Working arrangements It is envisaged that work will be carried out remotely but should work be required to be undertaken onsite, work would be undertaken at the following NHSBSA office base: NHS Business Services Authority Stella House Goldcrest Way Newburn Riverside Newcastle upon Tyne NE15 8NX Any travel and subsistence expenses incurred by supplier staff would only be reimbursed if the terms of the NHSBSA travel and subsistence policy has been followed and expenses have been approved by NHSBSA in advance. Security and vetting requirements Baseline Personnel Security Standard (BPSS) More information about the Security requirements: BPSS will be required as a minimum. Further security requirements may be required on individual SOWs. Latest start date 1 February 2024 Expected contract length Contract length: 2 years 0 months 0 days Optional extension: 1 years 0 months 0 days Special terms and conditions special term or condition: Neither Party shall (except with the prior written consent of the other Party) directly or indirectly solicit or entice away (or attempt to solicit or entice away) from the employment of the other Party any person employed or engaged by such other Party in the provision of the Services or (in the case of the Buyer) in the receipt of the Services at any time during such employment or engagement of that person by such other Party, or for a period of twelve (12) months after the cessation of such employment or engagement. If either the Supplier or the Buyer commits any breach of this clause, the breaching party shall, on demand, pay to the claiming party a sum equal to one year's basic salary or the annual fee that was payable by the claiming party to that employee, worker or independent contractor plus the recruitment costs incurred by the claiming party in replacing such person. Nothing in this clause shall prevent either Party from hiring any person by means of a normal advertising campaign not specifically targeted at any of the staff of the other Party special term or condition: To the extent applicable for the purposes of the Contract and/or Agreement, further to Joint Schedule 7 Section 5, when CCS or the Buyer can terminate the contract for financial distress, the Supplier must ensure that the Buyer has access to any Source Code, object code and Buyer artefacts. special term or condition: The Supplier shall not charge for any more than seven and a half (7.5) working hours in one Working Day. Where Services are required to be delivered during overtime by the Buyer it will be agreed in writing between the authorised personnel of the respective Parties prior to the commencement of the Services to be carried out during Overtime. The Supplier will, where required, provide evidence where services to be carried out as Overtime are agreed. The following Contract Charges will apply to Overtime: The hourly overtime Contract Charge outside of a Working Day during the time Monday 00:01 hours to Friday 23:59 hours excluding public holiday in England and Wales is 1.25 x the Day Rate / 7.5 (hours) for the applicable role. The hourly overtime Contract Charge outside of a Working Day during the time Saturday 00:01hours to Sunday 23:59 hours and public holiday in England and Wales is 1.5 x the Day Rate / 7.5 (hours) for the applicable role. All overtime requests must be approved by appropriate Buyer Representative - Named Lead on the SW or agreed senior role (Eg, Product Owner) or their line manager. Budget Indicative maximum: £75000 Indicative minimum: £10000 Further information: The estimated spend under the contract is £25,000 per annum. Please note, no spend is committed to this contract. Budget and spend approval will be required in relation to each Statement of Work. Contracted out service or supply of resource?
