Scottish Ministers are seeking expert support/facilitation to advance the Clusters programme in the 24/25 financial year. This will include establishing and supporting of a series of clusters throughout the year as we continue on our Public Service Reform journey. 9 The aims of the clusters are to: -Commit to looking at both short term efficiencies and longer-term transformation of services. -Demonstrate early progress on collaborative elements of the PSR programme. -Test and learn lessons from the design, formation, facilitation and delivery of other clusters. In order for these clusters to work, they require expert facilitation to support discussions and create event designs and ongoing interactions that are safe spaces for collaboration, mutual challenge and innovative thinking. The main objectives are to collectively explore, discuss, agree and propose where improvements and change is needed in order to deliver on our overarching purpose: to achieve sustainable, person-centred, outcome-focused public services. Depending on theme and focus, we might expect clusters to focus on purpose, functions, roles, structures, funding, relationships and accountability. The supplier will work closely with the Scottish Government Public Bodies Support Unit (PBSU) on this work. PBSU will have strategic oversight of this programme of work, including initial direction with regards to Cluster themes. However, public bodies are also free to create their own approach to clustering which, ideally should take a collaborative approach with local government, other public authorities and the third/voluntary sector. The required support is as follows: -Expert facilitation of clusters -Systems learning - Analysis of themes, emerging lessons and facilitating knowledge flow -Working with Scottish Government Sponsor Teams, empowering them to identify an appropriate role in relation to each cluster whilst creating an authorising environment -Dissemination of information including regular progress reports and final report for retention by Scottish Government -Through facilitation of the clusters, determine and inform the next steps of the broader programme of clusters moving forward.
