4349/Travel/RH/24 - Dynamic Supplier List (DSL) for the provision of Airport Taxi Transfer Services

The University of Sheffield currently utilises a number of taxi providers to carry staff and students to and from airports, particularly to Manchester Airport although occasionally journeys may be required for Heathrow, Gatwick, Leeds or any other UK airport. <br />At present, the University are working with around twelve different suppliers with a spend of £90,000 per year, this does not include the spend on personal and company credit cards. The current way of working has been deemed as unmanageable and unsustainable. <br /><br />For this reason, we are looking to establish a Dynamic Supplier List (DSL) agreement for airport taxi transfer services with the intention to work with a smaller number of suppliers, gain better control of costs and increase spending visibility. It is important to us that we strive to work with suppliers who demonstrate capability in helping us meet the duty of care we have for our staff and students and meet the quality standards of which the University prides itself. <br /><br />The University has a main campus based in Sheffield City Centre and a presence on the Advanced Manufacturing Park (AMRC) at Catcliffe, Rotherham. Both of these sites will act as a taxi collection or drop off points, but the locations can change depending on the individual's requirements.<br /><br />The University of Sheffield is not a contracting authority for the purposes of the Public Contracts Regulations 2015 (Directive 2014/24/EU) as amended by the Public Procurement (Amendment) (EU Exit) Regulations 2020.<br />The University reserves the right from time to time to voluntarily operate under the Public Contract Regulations (as defined above) on a case by case basis. Otherwise, advertisement of any contract in Find a Tender Service or Contracts Finder is at the sole discretion of the University and is undertaken on a voluntary basis with no implied obligation to comply with the procurement legislation.<br />For the avoidance of doubt, this procurement is not subject to the Public Contract Regulations (as defined above).<br />
