Wiltshire Council supplier engagement day, 29th November 2021 (via Webinar on Teams). Wiltshire Council are running a suppliers engagement day at 10.00 on the 29 November 2021 to discuss options for re-tendering of the Term Highways Maintenance Service contract to start on 1st April 2023. This contract will be for 5 years with a possible further 5 years extension after year 4. The contract will be for the provision of a highways maintenance service to undertake a programme of maintenance and improvements of the highways and roads network or other council land in Wiltshire and associated infrastructure. The service will include construction, foundation and surface works, routine, reactive and safety maintenance, repairs and cleansing operations, signing and lining, repairs and maintenance to structures, drainage CCTV investigations and repairs, and street lighting maintenance repairs and replacements. It will also include the provision of out of hours emergency services and a winter maintenance service for the provision of drivers on standby and to operate the gritter fleet. The successful contractor will be expected to work alongside the authority to help it achieve its commitment to becoming carbon natural by 2030. Wiltshire Council are running a suppliers engagement day at 10.00 on the 29 November 2021 to discuss options for re-tendering of the Term Highways Maintenance Service contract to start on 1st April 2023. This contract will be for 5 years with a possible further 5 years extension after year 4. The current average annual spend through the contract is £15m, with potential for this to increase with additional capital funding. The contract will be for the provision of a highways maintenance service to undertake a programme of maintenance and improvements of the highways and roads network or other council land in Wiltshire and associated infrastructure. The maintenance service includes the following activities. Local Highways services including safety, reactive, routine, minor works, and cyclic maintenance operations. As well as the provision of a parish steward service. Integrated Transport highway maintenance and improvement schemes including construction works, surfacing, signing, lining and barrier works. Maintenance and repairs to structures and culverts. CCTV investigations and recording of existing drainage systems, reactive works, repairs, and provision of new drainage systems. Inspection, maintenance, repairs, and replacement to the street lighting network. Provision of a winter service that includes the provision of gritter drivers, callouts and standby services and the management of the councils gritters. Out of hours emergency service to respond to reactive issues on the highway including road traffic collisions and weather emergencies. The Contractor will be expected to liaise with third parties and others to coordinate works and engage in early contractor involvement at the design stage for works on the highway, ensure that works are suitably programmed and that the correct TMA road space permits are in place. The contractor will be required to demonstrate reductions in carbon usage in line with Wiltshire’s policy and commitment to becoming carbon natural by 2030. The contractor will also provide social value opportunities that will benefit the local community of Wiltshire. The Contractors performance will be monitored against agreed Key Performance Indicators and objectives, the contractor is expected to maintain a suitable level of score throughout the contract period. These will also be used to inform any possible contract extensions.
