Portsmouth City Council (the ‘Council’) is inviting tenders for the provision of cruise ship support services at Portsmouth International Port (PiP). The Council is targeting award of contract for 14 December 2020 to allow for commencement on 1 April 2021. The contract will run for an initial base term of 3 years extendable in increments to be agreed up to a maximum total term of 7 years. The contract will predominantly be let on a concession basis whereby the cruise line operator or their local agent will co-ordinate directly with the contractor including for direct payment. The value of the contract is variable and driven by cruise business but is currently approx. GBP 80 000. However the is value may be significantly increased dependent upon PIP's success in expanding its cruise offer. Application is via submission of complete tender bid via the Council's e-sourcing system InTend, the deadline for which is 21 September 2020 12.00. Portsmouth City Council (the ‘Council’) is inviting tenders for the provision of cruise support services at Portsmouth International Port (PiP). Portsmouth International Port situated at the end of the M275 currently occupies some 17.6 hectares (44 acres) and during the calendar year of 2019, 1 851 790 ferry and cruise passengers, 618 332 passenger vehicles and 237 802 freight units passed through the Port using a variety of facilities. Portsmouth International port are looking to grow the current cruise offer, with an ambition to reach over 100 cruise calls a year. Portsmouth is both a cruise turnaround port and a port of call. The services required include but are not be limited to baggage handling, cranage of shore gangway, passenger liaison, ship’s stores, check in facilities and the loading and unloading oh ships waste. All staff and equipment — with the exception of the crane used for gangway operations — for the provision of these services will be provided by the contractor. Space for storage of equipment may be made available at upon request, but is not guaranteed and PIP will reserve the right to change or remove this facility if operational requirements dictate Normally cruise ships arrive at dawn and depart at dusk, though this may differ due to the individual ship requirements. Where possible PIP will keep the contractor up to date with the anticipated cruise programme although occasionally due to reasons such as bad weather, there may be a requirement to turn a cruise ship around with only 24 hours’ notice. Good working relationships must be established between the contractor and the PiP’s cruise customers. The contractor must work in partnership with PiP to help further develop the cruise opportunities and to uphold the Port’s reputation within the cruise market. The Council is targeting award of contract for 14 December 2020 to allow for commencement on 1 April 2021. The contract will run for an initial base term of 3 years extendable in increments to be agreed up to a maximum total term of 7 years. The contract will be let on a concession basis whereby the cruise line operator or their local agent will co-ordinate directly with the contractor including for direct payment. However, there may be occasions where the council may require services on a direct contracting basis. The value of the contract is demand driven and dependent on the number and type of cruise calls in a given period and the services required by the cruise company. At normal trade levels, based on historical data, the estimate value may range from GBP 50 000-GBP 100 000 with a current approx. value of GBP 80 000 per annum. This value may be subject to significant reductions or increases over the term of the contract dependents upon PIP's success in expanding its cruise offer which could potentially increase the value of the contract to as much as GBP 200 000 per annum. The value could also be increased in the event that further additional services are requested from the contractor over the term. The Council is inviting tenders in accordance with the open procedure as defined within the Public Contracts Regulations (2015). The deadline for submission of completed tenders via the Council's esourcing system InTend is 21 September 2020 12.00. The full procurement programme is as follows: • deadline for requests for clarification Tuesday 1 September 2020; • tender return deadline Monday 21 September 2020 at 12.00; • invitation to interview (if required) Thursday 8 October 2020; • interview period Tuesday 20 October to Monday 26 October 2020; • award decision notified to tenderers Monday 30 November 2020; • standstill period starts Tuesday 1 December 2020; • standstill period ends Friday 11 December 2020; • contract award Monday 14 December 2020; • start of contract Thursday 1 April 2021.
