The Police and Crime Commissioner for Gwent is leading on behalf of the Police and Crime Commissioner for South Wales and Police and Crime Commissioner for North Wales to procure a range of educational courses to enrich the effectiveness of the out of court resolution models.The courses shall be suitable for use as a condition of a community resolution or conditional caution and the new community caution and diversionary caution when 2-Tier+ is in place in 2025.A range of online rehabilitative courses are required that are designed to educate offenders – primarily males over the age of 25 - and help them address the cause of their offending behaviour and prevent further offending. The service delivery model shall be based on the existing ‘what works’ processes that have been in place for some time in both forces. Whilst the courses are predominantly required for males over the age of 25 to attend there may be a requirement for courses for females over the age of 25 to also attend.Courses shall be ‘offender pays’ meaning that the course is self-funding and paid for directly by the offender to the provider.
