Consolidation of Safety Warning System

Description
For consolidating Fife Councils safety warning system Lot 1: A solution is required that can be accessed by all services, that will pull and collate the relevant information from all the existing systems into one place. The solution will be required to use the collated information to generate a hazard warning and a risk control recommendation. This requirement has existed for some time, but technology was not available, so focus was given to introducing other controls (e.g. Lone Worker Solution and the Violent Marker flag on LAGAN). Technology has advanced significantly since this proposal was originally raised and the expectation is that it may now be possible to introduce the solution.
