This contract has been awarded under PSR Direct Award Option A. This contract encompasses 3 broad elements that support the overarching drug and alcohol strategy and aims of the OHID DATRIG funding. All elements are a continuation of work already taking place in 24-25. All elements are well embedded with the main Specialist Substance Misuse Service provider in the city - Turning Point. The ask is to approve award of this contract for additional supporting services through PSR Process A. • The funding is supporting existing treatment services to increase scope, coverage, and output. The existing provider of integrated substance use services in the city is known, the additional grant funded work this request is a continuation of work is already well embedded, and no other provider is positioned with the workforce and links to deliver this work. • The agreement covers additional posts to support existing work and initiatives already active in Turning Point and requires the staff to be employed by the holders of the core contract. The staff are already employed, embedded, and the processes, links, and relationships are mature. • A key aspect of the funding purpose is linking in and bolstering the existing service. However, even if it were possible for another organisation to have capability to do this work then the mobilisation / transition / recruitment time, required funding to setup the local services and links, and disruption to existing processes would make this uneconomical and lead to negative impacts locally anyway. The provider is unmatched in terms of ability to deliver. Lot 1: This contract has been awarded under PSR Direct Award Option A. Lifetime value of contract is £3,487,747.00 Contract duration and dates - 1 April 2025 for 12 months until 31 March 2026 This contract encompasses 3 broad elements that support the overarching drug and alcohol strategy and aims of the OHID DATRIG funding. All elements are a continuation of work already taking place in 24-25 and broadly a repeat of interventions previously approved at panel for 2024-25. All elements are well embedded with the main Specialist Substance Misuse Service provider in the city - Turning Point. The ask is to approve award of this contract for additional supporting services through PSR Process A. • This was awarded for 24/25 under PSR Direct Award Process A as a standalone contract at a value of roughly £2.8 mil. The intention is to award once more under the same process. • These funding interventions had previously been varied into the existing contract with Turning Point in 23/24 but the values involved put this over thresholds so it required a standalone contract interdependent on the core Specialist Substance Misuse Service contract. • The funding is supporting existing treatment services to increase scope, coverage, and output. The existing provider of integrated substance use services in the city is known, the additional grant funded work this request is a continuation of work is already well embedded, and no other provider is positioned with the workforce and links to deliver this work. • The agreement covers additional posts to support existing work and initiatives already y active in Turning Point and requires the staff to be employed by the holders of the core contract.
