Limerick City and County Council Consultancy Services Town Centre First Heritage Revival Scheme (THRIVE) Newcastle West: Integrated Urban Strategy and Project Pipeline

Limerick City and County Council (LCCC) wishes to engage an architect-led multi-disciplinary team of consultants to work with our team in the Rural Development Department on the following tasks: preparation of an Integrated Urban Strategy for Newcastle West focused on the town centre and involving a citizen engagement process and stakeholder consultation; identify / work up in outline a number of priority projects – a pipeline – to support the physical renewal of the town centre within the Integrated Urban Strategy, and from those projects, recommend one priority project involving adaptive re-use of a heritage building in the town centre that is vacant /derelict / or under-utilised. Newcastle West town centre includes an Architectural Conservation Area with a significant number of buildings on the Register of Protected Structures and listed on the National Inventory of Architectural Heritage (NIAH). Detailed development (including technical design, planning, costing and financial appraisal) of the recommended project for adaptive re-use of a heritage building will be tendered separately as a follow-up contract and is not part of this Call for Tender. This project is supported under the Town Centre First Heritage Revival Scheme (THRIVE), funded by the EU under the Southern Eastern and Midland Regional Programme 2021-2027, awarded to Limerick City and County Council. The approach to this project is aligned with principles of the New European Bauhaus in particular: Sustainability giving effect to priorities of the European Green Deal; Inclusion including accessibility, affordability and engagement with citizens and local stakeholders in co-creation of the strategy and co-design of projects; and Aesthetics including functionality, comfort and attractiveness to create beautiful buildings and / or space. The project is aligned with strategic policy frameworks including the National Policy Framework: Ireland 2040; the Regional Spatial and Economic Strategy for the Southern Region; the Limerick Development Plan 2022-2028 and the Newcastle West Local Area Plan 2023-2029. It is undertaken within the policy framework Town Centre First which aims to support the regeneration and development of rural towns.
