We would like to enter into a framework agreement for 2 years with an option to extend the agreement by 1 + 1 year with Bikely AS for the purchase of lockable containers for bicycle parking in Stavanger municipality. Before the option for the third year is exercised, the municipality will carry out a new assessment of the market with regard to possible competitive tendering. Various bicycle container systems will be procured, which will be mobile, battery-powered and can therefore be established and operated without a power connection, cable work and digging. Operated via configurable software (an app) for the user via a cloud system, is GDPR-compliant and where software updates are continuously updated to meet future needs and technological trends. Made of particularly weather-resistant material and therefore adapted to the Norwegian climate. To our knowledge, there is only one possible tenderer of bicycle containers that fulfils the characteristics we require. The contracting authority therefore intends to procure the bicycle containers directly from Bikely AS. Lot 1: Description of the procurement The procurement concerns the purchase and delivery of lockable containers for bicycle parking in Stavanger municipality. Various bicycle container systems, consisting of bicycle boxes, will be procured. Design and technical qualities: The bicycle containers must be delivered as a single unit. The bicycle containers are planned to be placed at various locations in Stavanger municipality, initially in areas close to the city centre. The bicycle containers must be able to be placed both outdoors and inside car parks, basements, etc. The bicycle containers must be easy to move to different locations in the city. The bicycle containers must be battery-powered, and must be able to be established and operated without power connection, cabling and digging. The bicycle containers must be made of particularly weather-resistant material. There must be no rust or other corrosion when placed outdoors. Boxes, doors, hinges and locking systems must be adapted to the Norwegian climate and must withstand rain and cold. The bicycle containers must have the option of an optional RGB colour code and a green environmental solution as a roof covering. Performance requirements: The bicycle containers are designed to ensure safe storage of bicycles for shorter and longer periods of time. They must be able to accommodate a minimum of 10 bicycle boxes. Each of the boxes must be physically separated and be able to be operated independently of other boxes, so that users cannot access other parked bicycles in the container. Each bicycle box should be large enough to accommodate one standard adult bicycle. The boxes must be able to be locked electronically and operated via a single configurable software (app) for the user. Tenderers must be able to offer a service agreement for the device for up to 5 years, with a response time of two working days. The bicycle container and access systems must be serviced as needed. This is in addition to ordinary complaint follow-up. Authorisation and justification for direct award of contract For authorisation and justification of the direct award of a contract, reference is made to § 13-4 b) 2 of the Public Procurement Regulations. The contracting authority may make the procurement without a tender contest if such a contest is impossible for technical reasons. Technical reasons may exist if there is only one provider that can perform the service or deliver the product. To the best of the knowledge of the contracting authority, there is only one possible tenderer of bicycle containers that fulfils the required qualities. The contracting authority therefore intends to procure the bicycle containers directly from Bikely AS. The contracting authority would therefore like to enter into a framework agreement for 2 years including an option to extend the agreement by 1 + 1 year with Bikely AS for the purchase and delivery of lockable containers for bicycle parking. Before the option for the third year is exercised, the municipality will conduct a new assessment of the market. This will be with a view to possible competitive tendering. The procurement has an estimated annual value of NOK 1.75 million and NOK 7 million for the entire contract period of 4 years including options. We request that tenderers who believe that there is no basis to make the procurement without following the normal procurement rules in the procurement regulations, to contact the contracting authority before the stated deadline. The deadline for lodging appeals is 10 days from the date the notice is published. The contract with Bikely AS will be signed no earlier than 10 days after publication in Doffin. Any appeals are to be sent via the communication module in Mercell.
