Udbuddet omhandler levering af varer til visiterede borgere, samt tilknyttede ydelser som kontakt til borger vedr. bestilling, udpakning af varer og på-plads-sætning af leverede køle- og frysevarer. Antallet af borgere, der har behov for levering af dagligvarer, ændrer sig løbende. For 2022 udgjorde antallet 380. Kontrakten udbydes for en 4-årig periode. Iflg. serviceloven skal borgerne have mulighed for at vælge mellem flere leverandører. Udbuddet gennemføres med henblik på at finde én vinder, som kommunen indgår kontrakt med. Herefter har øvrige interesserede leverandører mulighed for at indgå kontrakt på samme vilkår, som vindende leverandør. Der etableres således en godkendelsesmodel, som sikrer borgerne et frit valg mellem leverandørerne, som kommunen har indgået aftale med. Såfremt der ikke er leverandører, som er interesseret i at blive godkendt på samme vilkår som vinderen af udbuddet, vil kommunen tilbyde borgere et fritvalgsbevis, hvis de ikke ønsker varer leveret af vinderen af udbuddet.
