Pre-market engagement The Department for Business and Trade held a Future Commercial Road-map for Digital Development Contracts on Tuesday 16th July 2024, invitations were sent to all suppliers registered in DOS-6 and DSP. AWS Control Tower has been rolled out to undertaking the platform and ECS selected for service hosting, Further build and design work is required on CICD, logging, observability and performance. The migration of services is underway, there is a road map and backlog for migrations over the next 12 months DBT Platform migrations from Gov.UK PaaS: several services have been migrated and are not live on DBT Platform, there is a backlog of migration tickets and a road map for the next 18 months. IDMA: strategy is starting to be drafted. Sandboxes: these do exist but not across the estate in a consistent fashion, new requirements have developed for 365 sandboxes and non AWS sandboxes. We also require support to conduct Discovery into new requirements related to platform, digital services and emerging technology.In addition, the Digital Partner may explore working on initiatives, beyond the Technology Portfolio. DBT’s tech stack is primarily based on Python and the Django framework and hosted on AWS. We also have some other services hosted on Azure based on Microsoft Dynamics and Power Platform. Ideally the Digital Partner could provide teams with expertise in all these technologies. All our services must be designed and built to GDS standards and undertake service assessments where applicable. The Buyer requires the Supplier to have and maintain a Cyber Essentials Plus Certificate. Which phase the project is in Not applicable Existing team The team in the portfolio as a whole is a mixture of Civil Servants and contractors across the whole range of Government Digital and Data roles. On occasion the successful supplier may be required to work alongside other suppliers given that DBT maintains several contracts and suppliers work in other portfolios, however at this moment in time no supplier other than the incumbent (MadeTech) is involved in the work of the portfolio. Expenses must be included in day rates. Remote working is allowed, but Department for Business and Trade would expect the Digital Partner to attend the DBT offices for team meetings, workshops, user research ( including observation) etc as required. Are you prepared to show your budget details?: Yes Indicative maximum: Initial term £6,000,000 Ex VAT with optional extension £2,000,000 Excluding VAT Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work The Technology portfolio in DDaT in the Department for Business and Trade requires a partner to support capacity and capability gaps in delivering against our objectives. Where possible we prefer to build blended teams with a partner, complementing our existing skills and knowledge. This requirement will support the key business objectives of the Technology portfolio and where required enable other portfolios. Teams in the Technology portfolio support the departmental plans and priorities through delivering DDaT services and enabling technology solutions. This will include: • Supporting the delivery of digital services in the DDaT Technology portfolio and cross cutting where required. • Providing expertise listed on the government digital and data profession capability framework to deliver on digital outcomes • Providing teams to support delivery at all stages of the product life cycle (Discovery, Alpha, Beta, Live). DBT works in an Agile and lean manner according to HMG’s Digital Service Standard and we would expect them to be familiar with these criteria of the Standard, and have the experience to participate and provide appropriate evidence to any Service Assessments conducted. We need to deliver both long- and short-term solutions, to meet emerging priorities for the department. At the same time, we need to ensure our existing services are maintained and enhanced to ensure they remain best-in-class. We have a range of services in discovery, alpha and beta phases of development. The supplier will work on a number of different work packages, including new feature development, service iterations and platform development. Where the supplied staff will work No specific location (for example they can work remotely) Who the organisation using the products or services is Department for Business and Trade Why the work is being done Purpose: The technology portfolio consists of IT operations, Architecture, Software development, SRE and Cyber. The portfolio has several projects and programmes underway and a road-map of work for the next 2 years. Individual roles to supplement new or existing teams and full multi disciplinary teams will be required to deliver this work, with each piece of work managed through individual statement of work (SOW). One example of a current programme is the build of a new AWS Platform for our service hosting and the migration of services onto that platform, this programme includes understanding the business and user needs of the department and the individual services and their end users, designing, architecting and building all elements of the AWS platform (Identity-Control Tower, logging, CICD pipelines, metrics etc..), migrating all the services to the new platform and then designing and delivering the live service model. Other projects include IDAM strategy elements, maturing infrastructure and platform observability, migrating off legacy Google Cloud Platform. Objectives 1. Iterate and accelerate the building of DBT Platform and deliver live service model 2. Design and build digital services in support of legation and business objectives - at various stages of the product/service life-cycle (SW) 3. Enhance IT Operations, in particular the DBT 365 and azure estate. 4. Cyber, design, integrate and build technical enhancements which increase DBT's cyber security stance (logging, protective monitoring, IDAM etc..) 5. Ensure Digital Services follow Secure by Design principals 6. Build and maintain infrastructure environments using Infrastructure as Code ensure Site Reliability (SRE) is a core principal The business problem you need to solve We aim to build and iterate services/products around the following areas: 1. DBT Platform (our new AWS Platform) 2. Migrate service from GOV.UK PaaS onto DBT Platform 3. MS 365, enhance our 365 estate, including power apps and dynamics reference tenant (for dev, staging) 4. Maturing observability in infrastructure and DBT Platform, define SLOs, Cloud Cost Management, etc 5. Migrating off legacy Google Cloud Platform to AWS 6. Remediate any AWS Well-Architecture Framework Review 7. Design and build a sandbox development environment First user type: DBT staff in the UK and overseas, including DBT staff who do not have English as their first language. For internal staff professions groups, Technology Portfolio provides services for all staff, this includes complex applications for highly technical staff such as: site reliability engineers, technical architects, cyber security specialists, software developers. For all of the below user groups: including users who do not have English as their first language, or who do not speak English at all, but speak (an)other language(s). Likewise users with accessiiblity and assisted digital needs. - other goverment departments, including non UK government departments e.g the government departments of other countries - exporters, - importers, - domestic businesses, - individuals acting on behalf of a business, - business entities, - intermediaries
